Introduction

The State of Connecticut, Department of Energy and Environmental Protection (DEEP), Bureau of Natural Resources, Fisheries Division manages the Marine Fisheries Program. DEEP’s Marine Fisheries GIS Project conducts GIS analyses and creates GIS products in support of CT DEEP’s Marine Fisheries Program. 

The Fisheries Division is seeking to hire multiple EP Seasonal Resource Assistants to work with the Marine Fisheries Program. Seasonal Resource Assistants are hired each year to assist with this work. These positions provide opportunities for practical experience in a wide range of GIS-related tasks (see Examples of Duties).

Salary:  Pay rate is $11-14/hr. depending on relevant education, experience and skill level.  There are no health benefits.

Positions are typically first shift, but hours may vary according to project needs; occasional nighttime meetings may be required.  Normally Monday through Friday, although occasional weekend hours may be required.  Some scheduling flexibility is possible.

Length of position:  These are temporary positions, lasting approximately six months; non-contractual.

Selection Plan

These positions are non-competitive. Open to the public.

The selected candidates must be fluent in English and at least 18 years old. 

The selected candidates must possess and maintain adequate physical flexibility, strength and stamina to perform the duties in both office and field environments (must be able to work at computer for prolonged periods, lift & move 50 lbs. while underway, work with arms overhead while bending and twisting on moving deck of boat, work outside in inclement weather, work outside for extended periods), and be able to work and communicate well with others.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection and at the Connecticut Agricultural Experiment Station as a limited duration employee, performs one or more of a variety of tasks and assigned duties of a seasonal nature.

EXAMPLES OF DUTIES

Duties may include, but are not limited to: assembling, analyzing, synthesizing, maintaining, updating, and mapping diverse data sets in support of fisheries research and monitoring.  The selected candidate may be asked to work on multiple projects and may be asked to create or edit maps and ArcGIS apps for the Agency website and ArcGIS Online (AGOL) account, as well as assist with any other mapping projects in coordination with fisheries biologists. The selected candidate will work under supervision, but will also be expected to work independently at times.  Employees may also be asked to assist with other projects which may require field work on research vessels, interviewing anglers, or interacting with the public at outreach events.

KNOWLEDGE, SKILL AND ABILITY

Ability to follow instructions.

PREFERRED QUALIFICATIONS

Preferred applicants will be able to work full-time for the full six months and have related experience or training.

Other preferences include:

Bachelor’s Degree in Biology, Environmental Sciences, geography, GIS, or closely related field.

Familiarity and experience with use of ESRI products, such as ArcGIS desktop software and ArcGIS online.

Experience using common software applications including Excel and Access.

Familiarity with geodatabases.

Experience in compilation and preparation of maps, charts and graphs involving biological and environmental data.

Experience with ESRI Web AppBuilder, ESRI Story Maps, etc.

Knowledge of custom GIS desktop tool development and modeling.

Experience implementing other aspects of GIS including SQL, relational databases, database connections, Python, HTML, de-bugging procedures etc.

Experience writing geospatial documentation, preparing metadata and developing training materials/tutorials ·       Experience with geospatial and statistics analyses.

Knowledge of fisheries or natural resource management.

SPECIAL REQUIREMENTS

1. Incumbents in these classes who are assigned as patrol persons or supervisors of small recreational units will perform emergency first aid as needed and will be required to obtain and retain a Basic First Aid Certificate.

2. Incumbents in these classes may be required for certain positions to meet any of the following:

a. Proof of possession of a valid Motor Vehicle Operator license.

b. Possession of a valid license to apply pesticides.

c. College training in a specific field.

d. Emergency Medical Technician (EMT) certification may be required by specific State facilities.

3. Incumbents performing patrol officer functions must currently possess Police Officer Standard Training (POST) certification or be eligible for POST recertification without completing the Basic Training program again (i.e. must be current or retired within two (2) years of last POST certified required employment) or Connecticut State Police (CSP) Academy certification (must be current or retired within two (2) years of last CSP certified required employment). Must pass a seasonal patroller training course as approved by the Connecticut State Police.

4. Incumbents performing lifeguard services must have and retain an American Red Cross (ARC) Lifeguarding Certification (includes CPR for the Professional Rescuer and Basic First Aid). An EMT or MRT certification may be substituted for the CPR and First Aid requirements.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must possess and maintain adequate physical strength and stamina to perform the duties of the class.

2. Incumbents performing lifeguard services must be able to demonstrate American Red Cross (ARC) waterfront lifeguarding swimming skills.
