Introduction

The State of Connecticut Department of Developmental Services (DDS) - North Region - Has two (2) current Full-Time job opportunity for a Supervising Psychologist 1 (Clinical) based in the East Hartford Office, CT.

These are a Forty (40) hour per week position. The work schedule is Monday thru Friday, 8:00am - 4:30pm. However, must be flexible in order to meet the needs of the agency.

  • Incumbents in this class must possess and retain a valid Motor Vehicle License.
  • Incumbents in this class will be required to travel.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In state facilities this class is accountable for supervising a major program component or other uses as indicated below.

EXAMPLES OF DUTIES

Supervises the psychology program within an institution or facility and provides clinical services. Supervises the consultation and education component at a variety of DDS residential settings. Supervises all aspects of psychology and behavioral services for approximately one half of Public Programs including CLA's, ICF's and sites specializing in the evaluation and treatment of individuals in behavioral crisis. Participates in the program review committee and the human rights committee as needed. Coordinates psychological testing/evaluation for approximately one half of public programs statewide. Assigns duties related to psychological/behavioral support services, monitors completion times and is responsible for quality assurance compliance. Assigns caseloads to psychologists and developmental specialists. May carry a small caseload of individuals who are very behaviorally/psychologically complex. supervises a major independent program involving behavior modification, community outreach, program development and evaluation, education and training, rehabilitation and/or research; schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans program work; establishes and maintains program procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding program policies and procedures; selects and administers a variety of objective and projective psychodiagnostic tests; evaluates individuals level of function and supervises staff in development of individualized treatment plans; provides consultation on complex cases; addresses professional and lay groups; Other duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of abnormal and clinical psychology and other psychological disciplines; considerable knowledge of sources, uses, administration and interpretation of a wide variety of psychological tests; considerable ability to make diagnoses, develop treatment plans and conduct psychotherapy; considerable ability to interface clinical programs with multidiscipline approaches; considerable knowledge of psychological research design, data analysis and application of results; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to develop and direct training programs; teaching ability; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A doctorate degree in clinical or counseling psychology and two (2) years of postdoctoral experience as a licensed clinical psychologist.

PREFERRED QUALIFICATIONS

  • Preference will be given to candidates who have a background in clinical and consulting psychology across the areas of psychiatric diagnostics, psychotropic medications, individual and group psychotherapy, psychometric testing and positive behavior supports.
  • Preference will also be given to a candidate who possesses training and experience in providing consultation and service coordination for complex cases across the community, residential and hospital settings.
  • Preference will be given to candidate who have experience supervising and collaborating with administrators, fellow supervisors, other clinicians, behavioral service staff, graduate practicum students and private providers.
  • Knowledge of the evaluation process for guardianship, competency to stand trial, and eligibility redetermination will be taken into consideration when selecting a person for this position.
  • Preferred skills will include a demonstrable ability for writing and reviewing evaluations on cognitive, adaptive and personality functioning, as well as behavior support documents and crisis management plans.
  • The candidate must be comfortable representing DDS in various capacities (e.g., probate court hearings) and taking a leadership role on multidisciplinary teams and specialized committees (e.g., Utilization Reviews, Regional Forensics).
  • Proficient computer skills and knowledge of Outlook, Word, Excel, DDS e-camris and CORE-CT as this position requires computer skills working with spreadsheets and database systems.

SPECIAL REQUIREMENTS

1. Incumbents in this class must possess and retain a license to practice psychology in Connecticut. Any person employed by the State of Connecticut prior to July 1, 1985 with a title in the psychology series of the classified services shall be exempt from the above licensure requirements pursuant to Public Act 613, Section 119(c). For certain positions, the appointing authority may require State licensure.

2. Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. § 1320a-7b(f).

3. Incumbents in this class may be required to be fluent in a foreign language or proficient in the use of the American Sign Language.

4. Incumbents in this class may be required to travel.
