The State of Connecticut, Department of Children & Families, is currently looking to recruit for six (6) Financial Clerk positions for the following area offices: Bridgeport, New Haven, Norwich, Hartford, Waterbury, and New Britain. 

In DCF the Financial clerk positions will be supporting the work done by our Grants and Contracts unit for the families we serve to manage the payment of fee for service invoices in addtion to performing audit functions. The financial clerk position will also perform a wide scope of accounts payable functions, coding, monitoring budgets, preparation of statements, reconciling vendor accounts and statements, preparing and approving purchase orders, and approving quotations for fee for service expenditures.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for the preparation and/or maintenance of payroll, agency accounts, financial statements, cash accounting or other bookkeeping and record keeping functions in an agency.

EXAMPLES OF DUTIES

Assists in preparation of payroll or independently prepares components of a payroll such as shift differential, holidays and overtime; maintains agency bookkeeping and other financial records; maintains cash journals and ledgers; process payments; assists in preparing financial statements and budgets; balances and reconciles accounts; reviews incoming bids for compliance with purchase orders; may prepare reports; may handle money or checks; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of basic bookkeeping, accounting, and financial record keeping procedures; some knowledge of payroll procedures, financial terminology and coding, statements and budget preparations; skill in performing arithmetical computations; interpersonal skills; ability to perform general clerical tasks; ability to handle large amounts of money; ability to operate a variety of office equipment which includes personal computers, computer terminals, typewriters, calculating machines, cash registers, check writing machines and other electronic equipment.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years' clerical experience in accounting, financial record keeping or bookkeeping.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience.

PREFERRED QUALIFICATIONS

Accounts Payable, Cash Management, High Volume Financial Environments, Purchasing and Accounts Payable Software and Strong Skills in Excel and Customer Service

SPECIAL REQUIREMENTS

Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
