Introduction

The State of Connecticut Department of Developmental Services (DDS) - Central Office - has one (1) current full-time job opportunity for a Human Resources Associate position in the Human Resource Employment Services unit based in Wallingford, CT.

This is a full-time forty (40) hour per week position. The work schedule is Monday through Friday 1st shift. However, must be flexible in order to meet the needs of the agency.

This position is open ONLY to current State employees.

In order to be considered for this job opening, you must be a current State of CT employee, who has permanent state status* and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application.

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanant status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license. Incumbents in this class will be required to travel.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency human resources office this class is accountable for performing professional duties relating to human resources management.

EXAMPLES OF DUTIES

The position will perform professional duties associated with HR management included, but not limited to the following:

  • Orientation for new hires / assist with completion of new hire forms
  • Aspects of recruitment using JobAps (e.g. prepping and distribution of postings, certifying positions, developing referral questions, sending out notices, etc.)
  • May conduct required background checks for new employees to the agency
  • Job Data & Position Data Processing for designated areas:
    • Reviews and Enters Job data transactions (new hires, transfers, promotions, separations, etc.)
    • Enters Name, Address, Employee Status changes in CORE-CT
    • Review/Complete appropriate forms when EE has a name, address, or beneficiary change and forward to Retirement Division
    • Position data for transfers
    • TSHC processing
  • Develops and utilizes queries in CORE-CT and OBI_STARS
  • Maintain position information in SharePoint
  • Audit of CORE transactions to ensure benefits are processed properly
  • Maintain long term temp transfer requests
  • Counsels employees on employment, benefits, career development, transfers, separations and recruitment
  • Verbal employment verifications
  • Technical assistance to supervisors
  • Other related duties as required

KNOWLEDGE, SKILL AND ABILITY

Knowledge of the principles and practices of public human resources administration; basic knowledge of relevant state and federal laws, statutes and regulations; basic knowledge of employee and labor relations principles and practices; basic knowledge of equal opportunity principles and requirements; basic knowledge of payroll procedures and operations; oral and written communication skills; interpersonal skills; ability to apply human resource principles and procedures in the areas of recruitment, selection, classification, compensation, payroll and benefits administration; ability to analyze problems quickly and determine effective solutions; ability to read and interpret laws, regulations, policies, procedures and collective bargaining agreements; ability to serve as an effective business partner; some ability to design and deliver formal and informal training.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years professional experience in human resources management, payroll or equal employment assurance.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in public administration, human resources management, labor relations, industrial/organizational psychology or closely related field or a law degree may be substituted for one (l) additional year of the General Experience.
  3. For State employees, four (4) years as a Human Resources Assistant may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Demonstrated experience with CORE-CT (PeopleSoft) with Human Resources modules in processing variety of position and employees transactions
  • Demonstrated experience creating and running ad-hoc queries using EPM and OBI-STARS
  • Experience conducting recruitments
  • Understands process and rules related to recruitment – e.g. variations between union contracts, pecking order, re-employment/SEBAC rules, salary determination, competitive vs. non-competitive recruitments, etc.
  • Considerable experience using JobAps system for recruitments
  • Considerable experience using Microsoft Office Suite (Word, Excel, Access and Outlook)
  • Demonstrated ability to manage a large volume of work and prioritize effectively to achieve results in a set timeframe
  • Excellent oral and written communication skills
  • Excellent customer services skills
  • Considerable interpersonal skills
  • Strong attention to detail
  • Ability to work independently and as part of a team
