Introduction

The Connecticut State Department of Education is recruiting within the agency for an Education Service Specialist position located in Hartford, CT.  The selected candidate will be a member of the Bureau of Educator Standards and Certification located within the Talent Office.  As a member of the Bureau of Certification the candidate will demonstrate a commitment to building an effective and equitable educator workforce while simultaneously adhering to the Regulations Concerning State Educator Certificates, Permits and Authorization and applicable State Statutes. This individual will collaborate with team members in the Bureau of Educator Effectiveness, as appropriate.

Selection Plan

In order to be considered for this job opening, you must be a current State of CT employee of the Department of Education, who has permanent state status*, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education assists in planning and executing a program for the improvement of education in the State, responsible under supervision for carrying out specific assignments of limited difficulty and scope.

EXAMPLES OF DUTIES

Assists in the development and administration of educational programs and services offered by the State; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may personally administer certain phases of educational program within the framework of bureau policy; may assist in directing the routine functioning of the bureau; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; ability to prepare reports; ability to deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree and three (3) years' professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the Board of Education.

PREFERRED QUALIFICATIONS

This position is responsible for all aspects of work associated with receiving, reviewing, analyzing and processing applicant files, providing technical assistance via e-mail and phone, and issuing permits and certificates, as appropriate, aligned to the Connecticut Certification Regulations and Connecticut state statutes pertaining to educator certification.

The preferred skills for this position are:

  • demonstrated proficiency in the use of a complex, online data/information system and the ability to review and analyze information;
  • documented ability to manage and prioritize a high volume of information and complex tasks;
  • documented evidence of ability to receive and appropriately respond to a high volume of educator/other inquiries via phone and email;
  • demonstrated/documented evidence of excellent customer service skills, attention to detail and accuracy, strong organizational skills and strong oral and written communication skills.  

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by State Board of Education.
