Introduction

The State of Connecticut Department of Transportation (DOT) currently has a Payroll Officer 1 job opportunity in the Payroll Unit within the Bureau of Finance and Administration. The DOT Payroll Unit is a complex agency function that involves a large size payroll operation with complex funding and project coding strings for recording purposes. There are over approximately 3,200 employees for whom a bi-weekly payroll must regularly be prepared in addition to time and labor, and benefits as well as meal allowances and overtime.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a State agency, facility or institution, this class is accountable for supervising a small payroll operation or assisting in supervising a moderate to large size payroll operation.

EXAMPLES OF DUTIES

This duties of this position include the following:
Payroll: run biweekly payroll reports for overs/shorts, holiday hours and prior pay period approvals; process final paycheck calculations; set up new hires (taxes, deductions, benefits); process travel from Accounts Payable; process retroactive pay calculations and payments; oversee biweekly paycheck sorting and distribution; responsible for unclaimed payroll checks; process tax changes and direct deposit forms; assist in timesheet coding; process EMT/Paramedic Payments and supplemental safety shoe allowance; calculate over/under payments; process terminations (closing of deductions, benefits); process military supplemental payments; process biannual longevity payments; serves as contact in absence of Payroll Officer 2; may assist in special projects such as large retro payments, furloughs, etc.

Benefits: coordinates monthly benefits billing process; monitors overage dependent reports; monitors billing delinquent accounts; processes biweekly arrearage reports; processes open and unprocessed events; processes health/life benefit applications; audits the Health & Life elections deductions with no paychecks report; open enrollment; handles OPEB deductions refunds; assists in the processing of benefit actions for leaves, TSHC, etc.

Liaison with: OSC Central Benefits Unit and Payroll Services Division; State of CT Treasurers Office; Core-CT staff; DOT HR Staff; DOT units such as budget; DOT employees; HEP/Care Managements Solutions; third party insurance vendors.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of and ability to apply relevant state and federal laws, statutes and regulations; knowledge of and ability to apply state payroll policies and procedures; knowledge of uses of office machinery used in accounting work; some knowledge of governmental accounting as it applies to payroll; considerable skill in performing arithmetical computations; interpersonal skills; oral communication skills; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in complex clerical work in accounting or payroll.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have had payroll preparation as the principal responsibility at the level of Payroll Clerk.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

PREFERRED QUALIFICATIONS

Extensive experience with CORE, Time & Attendance (running and reconciling bi-weekly watchdog reports), Employee benefits and benefits billing.

SPECIAL REQUIREMENTS

Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
