Introduction

The State of Connecticut Department of Transportation (DOT), Bureau of Policy and Planning has an opening for a Transportation Planner 1 position in the Office of Strategic Planning and Projects, Performance Management Unit. We are looking for a motivated professional familiar with business-process performance management in the transportation field to join our team.

The Performance Management Unit is a key component in the implementation of a Transportation Performance Management (TPM) framework at the Connecticut Department of Transportation (CTDOT). This Unit coordinates the CTDOT compliance effort with federal legislation and associated rules, including working collaboratively with the Connecticut Division of the Federal Highway Administration (FHWA) and Metropolitan Planning Organizations (MPOs); provides expertise to all CTDOT Bureaus in identifying both internal and outward facing key performance indicators; publishes the quarterly Performance Measures dashboard; and advances the practice of performance management at the agency, including forecasting and modeling performance using appropriate techniques.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for independently performing a full range of tasks in conducting transportation planning studies, programs and documentation activities pertaining to the State transportation planning program.

EXAMPLES OF DUTIES

Design data structures and develop queries and workflows to harvest authoritative performance data from internal sources; Compile and analyze performance metrics to calculate performance measures and observe and predict performance trends using mathematical and/or statistical techniques; Assist with the assembly of cross-functional collaborative teams of subject matter experts and representatives from CTDOT, and stakeholders to achieve specific performance-management objectives; Assist performance management lead personnel in performance-measurement and management initiatives; Write standard operating procedures, performance reports, briefings, and other performance-management materials for internal and external distribution; Present analysis and policy findings related to performance management;

Prepare visual and interactive materials for communicating performance to a variety of stakeholders; Assist with various administrative functions for performance management, including preparing correspondence, processing invoices and other documents, and related activities.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of transportation planning theories, practices and procedures; knowledge of various transportation problems as related to urban centers; knowledge of related social, economic and environmental considerations; knowledge of state transportation conditions and probable trends; knowledge of basic engineering principles; interpersonal skills; oral and written communication skills; ability to conduct transportation planning and environmental studies; ability to use computer software including planning models and other programs related to planning process; ability to understand and interpret laws, rules and regulations; research ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.
3. For State Employees three (3) years of experience as a Transportation Planning Assistant 2 or Transportation Engineer Technician may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

Considerable knowledge of data management principles; understanding of query structures, data flows, and related data management activities; knowledge of quantitative data analysis; familiarity with forecasting methodology, techniques, and application; considerable knowledge of transportation performance management principles and practices; knowledge of relevant state and federal regulations related to performance management; familiarity with public-sector organizational structure and business processes at a transportation agency; ability to assist and collaborate in ad-hoc, cross-functional groups of technical experts and other stakeholders; ability to assess impact of technical subject matter and analytical methodology in a performance management context; considerable organizational skills; strong written, oral, and interpersonal skills demonstrated in varied settings.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
