Introduction

The State of Connecticut Department of Administrative Services, Construction Services’ (DAS,CS) Office of Legal Affairs, Policy and Procurement (OLAPP) is currently accepting applications for a Construction Services Selection and Bidding Specialist to oversee and coordinate the research, development and implementation of all agency design and construction policies, practices and programs. The position is full-time, 40 hours per week, Monday through Friday, and located at 450 Columbus Boulevard in Hartford, Connecticut.

OLAPP manages the consultant and contractor selection and bidding processes, as well as the creation and management of design and construction procurement processes, procedures and forms necessary for the implementation of the design and construction of DAS,CS capital projects.

Selection Plan

In order to be considered for this job opening, you must be a current employee of the Department of Administrative Services, who has permanent state status, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, Office of Legal Affairs, Policy and Procurement, this class is accountable for acting as the sole specialist in the construction selection and bidding process from receipt of documents to request for qualifications (RFQ), request for proposal (RFP), bid opening, review, and contract signing.

EXAMPLES OF DUTIES

  • Develop, improve, monitor and support on-line construction bidding, the Contractor Pre-Selection Program bidding, Quality Based Selections and Best Value Selections, including the research, development and implementation of all necessary procurement documents.
  • Develop, update, and maintain DAS,CS procurement forms, policies, procedure manuals, and Division 00 and Division 01 documents.
  • Manage and maintain the DCS,CS website to ensure that content is current, updated and accurate.
  • Research, develop, implement and maintain contractor on-line data gathering and reporting, including SBE and MBE subcontractor payments on DAS,CS capital projects for agency affirmative action reporting.
  • Act as the DAS,CS liaison with other DAS operating units regarding BizNet and any new proposed on-line procurement program, and be responsible for implementing DAS,CS procurement processes and procedures in any such new program.
  • Assist in the review of Bid Documents for completeness, use of appropriate DAS,CS forms, and biddability.
  • Assist in the conversion of current contractor databases to new databases.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of policies and procedures involved in advertising for selections and bids, acceptance of proposals and bids, bonds and insurance, and the award of contracts; considerable knowledge of information technology resources; knowledge of construction terminology; considerable knowledge of and ability to interpret General Statutes related to selections and bidding, bonding, and insurance requirements; considerable oral and written communication skills; interpersonal skills; considerable ability to understand, interpret, and analyze complex instructions or documents. 

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in the field of bidding and contract administration or in the building industry involving the preparation and processing of cost estimates, work drawings, specifications and bids.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

The successful candidate will possess:

  • Knowledge of forms, policies and procedures involved in the public solicitation of bids/requests for quotations/requests for proposals for design and construction, including knowledge of design and construction terminology.
  • Knowledge of the General Statutes and Regulations pertaining to bidding and consultant selection requirements.
  • Knowledge of online web maintenance, BizNet functionality and on-line bidding and selections.
  • Oral and written communications skills, particularly in the area of technical construction forms and documents.
