Discover this exceptional opportunity to join our Information Technology Section at the State of Connecticut, Department of Public Health (DPH). We are seeking a highly motivated full-time Information Technology Analyst 2.

As an ITA 2 you will:

  • support the infrastructure (.NET Applications, MS-SQL Databases and Windows Servers) for all DPH applications, focusing on the Connecticut HIV and STD Surveillance applications;
  • provide support for the multiple 2 and 3 tier environments and their administration to ensure that availability, security and updates occur;
  • assume the duties of Web site developer and System Administrator for the MS-SQL databases and Application servers ensuring that system security and current best practices are maintained to HIPPA compliance standards;
  • become responsible for coordinating and training field users and DPH staff on custom web based applications.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment, this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.

EXAMPLES OF DUTIES

  • Modifications and improvements for HIV/AID Report Management (HARMS) web application including Project Correct for the in care/ out of care clinical data. This includes maintaining the ETL's for import functions for HARMS web and eHARS and export functions to Business partners including the CDC and RedCap at Yale School of Medicine, Molecular HIV Surveillance and enhancing the reporting capabilities to support the program staff;
  • Coordinating with CDC technical support to the maintenance of the existing eHARS application, deployment of product upgrades and database changes, backups and restores;
  • The development and modifications of all interfaces that will be required for the DPH disparate data systems (eHARS, Careware and CT EDSS for STD) and external linkages with Yale for Project Correct for the out of care clinical data.
  • Designing and implementing improvements to these applications or expanding interfaces, improving data integrity and validation, de-duplication y through appropriate software development.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT related support area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing professional information technology work in one of the following areas:
1. Installation and support of microcomputer hardware, software and operating systems.
2. Analysis, design and development of information systems.
3. Network hardware and software installation and support.
4. Network hardware and/or software problem diagnosis and resolution.
NOTE: For state employees this is interpreted at the level of Information Technology Analyst 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.


2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working with MS-SQL Server databases including creating and managing the database objects as well as migrating between Database platforms using local DB permissions and permissions granted through the Enterprise Active Directory. This should include experience with MS-SSRS, MS-SSIS, and SSMA;
  • Experience managing data migration or collection activities including development of ETL scripts and ability to produce industry standard messaging formats including XML or HL7. Experience with Hospital specific data systems is a plus;
  • Experience administering systems responsible for gathering remote user data and managing secure connections for data transfer and experience communicating business requirements to users;
  • Experience developing and administrating user applications and websites using .NET and 3rd party tools such as Telluric. Experience Programming in Pilotfish is a plus.
