Introduction

The State of Connecticut, Department of Emergency Services & Public Protection, Police Officer Standards and Training Council is recruiting for a Division Director, Police Officer Standards and Training Council position.  This position is a full time 40 hours per week, located at the Police Officer Standards and Training Council (POST), 285 Preston Ave., Meriden, CT.  The incumbent will be responsible for the operation of the Field Services Unit at the Police Officer Standards and Training Council.  

The incumbent will be responsible for the operation of the Field Services Unit at the Police Officer Standards and Training Council assigned to locate, contract with, and provide advanced law enforcement training to the 7,600 experienced police officers from Municipal Law Enforcement Agencies, some State Law Enforcement Agencies, and Colleges and Universities with organized law enforcement units. This training is offered to all ranks from patrol officers to police executives.   This position initiates the development/update and revision of an annual training needs assessment to guide program selection.  This position oversees the utilization of numerous adjunct instructors, contract vendors, guest speakers, and subject matter experts on a regular basis. 

This position is responsible for circulating a Request for Proposals from potential vendors to provide advanced in-service training, reviewing those proposals and in concert with staff making selections of courses that are current, in demand and reflective of modern policing trends.  This position interacts on a daily basis with Law Enforcement Training Officers, Chief Law Enforcement Executives and Trainers in the Field, who contribute to the POSTC Mission.  This position manages course announcements, registrations, attendance, and determines and approves all requests for in-service training credits from officers and agencies.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, Police Officer Standards and Training Council, this class is accountable for directing the development, implementation and evaluation of the Police Officer Standards and Training Council advanced or recruit training programs for municipal police officers.

EXAMPLES OF DUTIES

Plans, organizes, directs and participates in development and implementation of a comprehensive program of inservice staff development or basic recruit training for municipal police officers; develops and reviews training curricula for validity including job task analysis and needs assessment as required; assists in formulating program goals and objectives for police training; assists in development of training policy; interprets and administers pertinent laws; evaluates staff; responsible for budget planning and implementation, equipment acquisition and training site selection; prepares training calendar and schedules and coordinates training programs at the academy, satellite locations or approved regional training facilities; directs preparation of course outlines and approves all changes in curriculum design and course offerings; researches, analyzes and evaluates training standards, training aids, manuals, equipment or other materials and makes recommendations on usage; responsible for contractual services including monitoring and evaluation of contractor performance; manages agency certification and accreditation programs; maintains contact with individuals both within and outside of Police Officer Standards and Training Council who might impact on program activities; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of inservice training and staff development; considerable knowledge of philosophy and objectives of current police training; considerable knowledge of research techniques; knowledge of and ability to apply management principles and techniques; knowledge of modern crime prevention techniques; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to plan, develop, implement and evaluate training programs.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in criminal justice and law enforcement.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in training at the level of Field Program Consultant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in criminal justice, education, police administration or police science may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in criminal justice, education, organizational development, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Masters Degree in Public Administration, Criminal Justice, Police Science and Administration or a related field
  • working knowledge of Law Enforcement Training protocols and Law Enforcement professional development
  • ability to prepare Request for Proposals for contract, vendor based Law Enforcement Training, review of such proposals in concert with other staff and prepare fact based recommendations for such training
  • experience in the supervision of subordinates including adjunct instructors, contract vendors and subject matter experts
  • communication skills including interpersonal, oral and written communication to prepare course outlines, maintain relationships with other government agencies that provide no-cost advanced law enforcement training and serve as an effective liaison with law enforcement clients
  • ability to identify state of the art trends in law enforcement training and prepare concise reports and recommendation
  • ability to prepare, distribute and review the Agency Annual Needs Assessment and develop recommendations for future training courses, topic and trends
  • ability to assess and assign review training credits for training attended by POST certified law enforcement officers but provided by non-POST programs
  • ability to direct the preparation of course outlines, approve changes in course design and course offerings
  • familiarization with Connecticut Police Officer Certification, Instructor Certification and Satellite Academy Certification
