Introduction

The State of Connecticut Department of Developmental Services (DDS) - Central Office - has one (1) current full-time job opportunity for a Fiscal/Administrative Officer based in Hartford, CT.  

This position is part of the DDS Business Office.  This is a full-time forty (40) hour per week position.  The work schedule is Monday through Friday 8:00am - 4:30pm.  However, must be flexible in order to meet the needs of the agency.

This position is open ONLY to current State employees.

Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license. Incumbents in this class will be required to travel.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for independently performing a full range of tasks in professional level fiscal and administrative functions.

 

EXAMPLES OF DUTIES

This position shall be responsible for supervising para professional staff related to fiduciary accounts.  The FAO will be responsible for overseeing the preparation of bank deposits, check writing, balancing and reconciling ledgers, preparing monthly financial statements and preparing biweekly payroll in QuickBooks.  Responsibilities will include but are not limited to accounts receivables, utilizing EDP systems for financial records and reporting, processing of purchase requisitions, posting STIF interest, preparation of quarterly sales tax reports, preparing GAAP reports, accounts payable, ensuring payments are in compliance with contract provisions, regular communication with regional staff.  Transfer Invoices billing, support services, training staff on P-Card regulations, processing CO1052 forms Trustee Account Request for Activity, coordinating vehicle changes with DAS Fleet, overseeing responses to DAS motor vehicle driving complaints and performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; knowledge of grants and contracts preparation and administration; knowledge of purchasing principles and procedures; some knowledge of human resources and payroll practices and procedures; interpersonal skills; oral and written communication skills; ability to prepare and analyze financial documents and reports; ability to interpret and apply statutes, regulations and administrative policies; ability to utilize EDP systems for financial management.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grant administration, human resources, payroll, purchasing) at least one of which must be an accounting or budgeting function.*

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the paraprofessional level, requiring the exercise of some independent judgment in the application of basic principles and procedures in accounting, budgeting, human resources, purchasing or related fiscal administration functions. Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and above the paraprofessional level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) year of the Special Experience.

3. For state employees two (2) years as a Fiscal/Administrative Assistant may be substituted for the General and Special Experience.

4. For state employees two (2) years as a Purchasing Assistant may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

• Proficient with QuickBooks, Excel spreadsheets

• Experienced with CORE-CT Accounts Payable and CORE-CT Transfer Invoice payments

• Experienced with Trustee Fund

• Experienced processing form CO1052 Trustee Account Request for Activity

• Experienced with preparation of GAAP reports, Federal and State Reporting

• Experienced training staff on P-Card regulations

• Experienced coordinating vehicle changes with DAS Fleet

• Experienced with DAS motor vehicle driving complaints

• Excellent oral and written communication skills

• Excellent attention to detail and documentation skills
