Introduction

The State of Connecticut Department of Transportation Bureau of Policy and Planning has an opening for a Transportation Planner 2 position in the Office of Strategic Planning and Projects, Research Unit. We are looking for a self-motivated, collaborative professional to join our team.

The candidate selected for this position will be an integral participant in achieving the strategic goals of the Department’s research group. Activities will include interacting with the various Department technical areas to identify research needs; conducting, or administering the conduct of, studies and the implementation of successful findings; coordinating with state, regional, and national research organizations; reviewing experimental designs and research reports; preparing and evaluating research proposals; conducting relevant literature searches on proposed research topics and ideas; analyzing and interpreting quantitative and qualitative data; reviewing data analysis prepared by others; participating in the formulation of the Unit’s policies, standards, or procedures; contributing to the preparation of the biennial research work program; coordinating with other Department and non-Department personnel to accomplish overarching objectives; completing administrative and organizational requirements and initiatives; and, other related duties.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

• Developing and implementing instruments for the effective gathering, classification, and evaluation of research needs in the various Department technical areas and with other stakeholders– this may include surveys, focus groups, solicitations, evaluations and prioritization tools.
• Assembling and leading cross-functional, ad-hoc teams of subject matter experts and organizational representatives to oversee research projects and products. This may include conducting meetings and reviews of research project reports.
• Coordinating activities to implement research products in a variety of Department organizational settings.
• Conducting meaningful literature searches for research ideas, proposals, and inquiries from the Department.
• Distributing and implementing research surveys from regional and national groups, and for specific research project activities.
• Conducting data analysis using mathematical, statistical, or other quantitative methods.
• Executing administrative and contract functions for research projects and programs: gathering, reviewing, and submitting periodic project reports, reviewing project invoices, maintaining expenditure budget information, and preparing periodic administrative and financial reports for research activities.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning; interpersonal skills; oral and written communication skills; ability to develop and use computer software including planning models and other programs related to planning process; analytical ability; ability to forecast trends based upon empirical data; ability to comprehend and interpret laws and regulations; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Knowledge of research methodology, best practices, and application of these to the Department’s research program and projects; knowledge of the various mechanisms and opportunities to conduct research; ability to translate research needs into feasible scopes of research work; ability to manage multiple concurrent priorities while meeting deadlines; ability to independently lead ad-hoc, cross-functional groups of technical experts and other stakeholders in collaborative efforts; ability to interpret highly technical subject matter and analytical methodology in a research context; ability to organize complex research projects and maintain the focus of a large and diverse group; ability to write and review research reports and proposals in clear, understandable manner; considerable organizational skills; ability to lead meetings and formulate and execute meeting agendas; considerable knowledge of relevant research policies and procedures; knowledge of Department organization and effective mechanisms for cross-functional work; strong written, oral, and interpersonal skills demonstrated in a variety of relevant state, regional, and national forums.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
