Introduction

Within the State of Connecticut Department of Public Health (DPH), the Drinking Water Section (DWS) is responsible for developing, implementing, and enforcing state and federal regulations that ensure drinking water safety, quality, and adequacy is maintained for approximately 2,600 public drinking water systems. This Financial Clerk will support the DWS’ Grants and Administration Unit.

The Grants and Administration Unit is responsible for administering federal grants, establishing and maintaining contracts, and implementing a public water system fee collection program. The primary duties associated with this position will be related to processing fees, assisting with status and statistical reports, and maintaining information related to a fee collection program.

This Financial Clerk position is a permanent, full-time position within the DPH.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for the preparation and/or maintenance of payroll, agency accounts, financial statements, cash accounting or other bookkeeping and record keeping functions in an agency.

EXAMPLES OF DUTIES

Assists in preparation of payroll or independently prepares components of a payroll such as shift differential, holidays and overtime; maintains agency bookkeeping and other financial records; maintains cash journals and ledgers; process payments; assists in preparing financial statements and budgets; balances and reconciles accounts; reviews incoming bids for compliance with purchase orders; may prepare reports; may handle money or checks; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of basic bookkeeping, accounting, and financial record keeping procedures; some knowledge of payroll procedures, financial terminology and coding, statements and budget preparations; skill in performing arithmetical computations; interpersonal skills; ability to perform general clerical tasks; ability to handle large amounts of money; ability to operate a variety of office equipment which includes personal computers, computer terminals, typewriters, calculating machines, cash registers, check writing machines and other electronic equipment.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years' clerical experience in accounting, financial record keeping or bookkeeping.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience.

PREFERRED QUALIFICATIONS

  • Work experience receiving and processing payments including maintaining basic financial records;
  • Work or academic experience using MS Office, especially MS Word and MS Excel;
  • Work experience establishing and maintaining office procedures, forms, and filing and indexing systems;
  • Work or academic experience assisting with preparation of status and statistical reports including data collection, analysis and interpretation; 
  • Work experience corresponding and communicating with external entities to provide general assistance.

SPECIAL REQUIREMENTS

Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
