Introduction

The State of Connecticut, Department of Corrections is recruiting for their Regional Health Services Chief Operating Officer, to manage the overall operations of the health services program for a region comprised of correctional facilities. 

This position is responsible for the planning, coordination, direction and supervision of all staff providing care in the region. Additional responsibility and verifiable expertise required in improving health care outcomes for patients through clinical or systems experience. 40 hours per week, with primary office located within one or more correctional facilities. Off-hours on-call support often required.  Traveling across the State, Working in a correctional facility. 50% or more time to spent in proximity to/working with inmates.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Correction, this class is accountable for directing the planning, implementation, management and evaluation of the overall health services for assigned correctional facilities.

EXAMPLES OF DUTIES

  • Ensures overall operational management including cost, quality of services delivered, employee and resource management and that safe efficient care is delivered
  • Determines direction, goals and objectives for assigned areas and ensures implementation of strategic and operating plans
  • Contributes to the development and management of a real-time operational dashboard to monitor and direct activity across all operations
  • Develops standards of performance and management systems to ensure accountability
  • Liaises with senior management to make decisions for operational activities, determine longer term projects and set strategic goals
  • Creates an organization-wide culture of continuous improvement and employee empowerment
  • Establishes and measures organizational performance against goals and objectives
  • Ensures results are defined and measurable and are focused on improving outcomes, clinical effectiveness and patient safety
  • Leads talent leadership for the organization; develop and apply strategies to recruit, retain and develop employees 
  • Implements workforce deployment plan that delivers optimized performance for each facility and provided service
  • Coordinates logistical management of all operational components to deliver of care and service
  • Ensures organizational compliance with legislation and regulations as they impact assigned areas
  • Develops, monitors and reports on operating costs, makes recommendations and implements solutions to maintain adherence to budget
  • Ensures integration and system coordination of all aspects of the functional clinical areas
  • Recommends and ensures development of overall organizational policies and objectives within functional areas and ensures implementation
  • Manages contract services and relationships relating to daily operations
  • Sets in place a robust management operating system and communication plan that aligns all key stakeholders
  • Collaborates with leaders, labor partners and others to assess and improve communication and employee morale

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of agency policies and procedures; considerable knowledge of institutional or health care delivery systems quality improvement and quality assurance processes; considerable knowledge of relationships between risk factors and incidence of health problems; considerable knowledge of changing aspects of social-medical philosophies; knowledge of changing pattern of preventive medicine and environmental health; knowledge of state and community health services organizations and programs; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to set priorities and organize and manage resources to meet diverse needs of clients; considerable ability to work collaboratively with clinical leadership in a matrix environment; ability to analyze, evaluate and interpret data.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience managing programs and operations of behavioral health or health care services and a bachelor’s degree in business administration, public administration, healthcare administration or related field. Experience working with incarcerated or former prisoners in a professional healthcare capacity is preferred.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the general experience must have been in a supervisory or project management capacity.

PREFERRED QUALIFICATIONS

 Expertise in one or more of the following:

  • electronic health records technology
  • enterprise clinical improvement
  • ancillary services technical expertise
  • correctional health care process improvement experience

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required to travel.
  2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
