Introduction

The State of Connecticut Department of Motor Vehicles is recruiting within the agency for a Motor Vehicle Program Coordinator position within the CT DMV Driver Services Unit.  This is a full time (Monday through Friday, 8 a.m. to 4:30 p.m.) position located in Wethersfield, CT. 

Duties will include being responsible for leading the Special Credential Unit which deals with the issuance of sensitive nature credentials for law enforcement agencies;  all training and identification, as well as the introduction of any new staff to this area; and direct interface with all statutorily authorized state, local and federal agencies eligible for Secure Program.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles, Central Office, this class is accountable for performing as a specialist in researching, developing, coordinating, enforcing and evaluating a comprehensive motor vehicle program.

EXAMPLES OF DUTIES

Performs specialized programmatic duties in motor vehicle or driver licensing safety, enforcement, regulation or administration; coordinates, plans and manages program activities; secures input for program and ensures conformance with requirements of federal and state laws; develops or assists in development of program policy; formulates program goals and objectives; interprets and administers pertinent laws; coordinates and implements approved plans and mandated edicts; makes recommendations on policies and standards; coordinates implementation of plan; evaluates progress of programs and prepares quarterly and annual reports; develops and maintains accurate, auditable records; recommends policies and procedures to improve enforcement of program; coordinates training and education to ensure compliance; assists in preparation of program budget; maintains contacts with operating units, agencies and outside officials both within and outside of program unit who might impact on program activities; prepares short and long-range plans; makes recommendations for program improvements; assigns and reviews work; conducts or assists in conducting performance evaluations; provides technical direction to program staff; represents department at meetings; may direct staff and operations of a major program area; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of relevant state and federal laws, statutes and regulations; knowledge of research principles and practices; knowledge of program planning, development and evaluation; interpersonal skills; oral and written communication skills; ability to read, interpret and apply statutes and regulations; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in program administration, planning, coordination, development or evaluation.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The successful candidate will be fully familiar with CATER, driver history analysis, Driver Service sanction-related programs, and capable of achieving proficiency with new emerging software.

This position requires:

  • proven proficiency in all aspect of license sanctioning; 
  • a strong understanding of federal and state statutes as they relate to license sanctioning regulations;
  • strong writing, conflict resolution, leadership and demonstrated supervisory skills with DMV staff;
  • strong communication skills including the ability to transfer knowledge to others through training;
  • ability to handle all inquiries concerning Driver Services customer’s issues by phone or correspondence; 
  • extreme confidentiality, access and control of sensitive confidential information;
  • high level of knowledge of all aspects of agency-wide CT DMV processes and procedures.
