The Connecticut Department of Labor is recruiting for a Chairman of the Employment Security Board of Review located in Wethersfield, CT.  This position is accountable for serving as the executive head of the  division and chairman of the three member Board of Review.

This position directs the Appeals Division, lower and higher levels. Additionally, the position determines UI decisions at the highest level within the CT Department of Labor.  The Chair position is critical to the operational structure, legal and financial position within the division. 

This is a fulltime, forty (40) hours per week, Monday-Friday, position.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor, Employment Security Appeals Division, this class is accountable for serving as the executive head of the division and chairman of the three member Board of Review.

EXAMPLES OF DUTIES

Administers staff and operations of the division; develops, implements and evaluates division policies, goals and objectives; designs and develops division programs and activities; implements new procedures and procedural revisions; determines appropriate staffing levels and directs management and coordination of staff; designs and implements performance review standards for division staff; prepares division budget; maintains contacts with individuals within and outside of division who might impact on policy or program activities; designates Chief Referee and makes recommendations to Board for appointment of all other Appeals Division staff; hears with the Board final appeals from decisions of Referees; decides appeals based upon either Referee hearing record or new evidence and testimony; empowered to administer oaths and affirmations, certify official acts and subpoena witnesses and records; issues decisions affirming, modifying or reversing decisions of referees; prepares legislative amendments to Unemployment Compensation law regarding appellate matters; responsibile for educating the public regarding changes in Unemployment Compensation law as they relate to appeals process; may transfer pending cases before Referees to Board for hearing and decision either on own motion or at request of parties to proceedings including Administrator; may hear cases remanded to Board by the Court; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant Connecticut laws, rules and regulations; considerable knowledge of labor problems with particular reference to unemployment compensation; considerable knowledge of quasi-judicial procedures, rules of evidence and judicial rules of procedure for administrative agencies; considerable interpersonal skills; considerable oral and written communication skills; considerable ability in interpretation and application of pertinent laws, regulations and legal decisions; considerable ability to review decisions for integrity based upon findings of fact, evidence and applicable laws, regulations and rulings.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Membership in the Connecticut bar and five (5) years of experience in legal work including some experience in unemployment compensation law.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a managerial capacity with responsibility for managing the staff and operations of an organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

One (1) year as Director Employment Security Appeals Referee Section may be substituted for the General Experience.

Excellent oral and written skills.
