Introduction

The Department of Transportation is currently recruiting for a Fiscal Administrative Manager 1 located in the Division of Capital Services, Federal Billing Unit in the Bureau of Finance and Administration. This position is responsible for billing federal agencies for over $700 million annually, managing federal billing and project closeout activities for the Department and providing oversight of the charging of project costs to insure that they are properly charged and that all costs are fully billed to our federal partners. The incumbent will supervise a team that consists of (1) Supervising Accountant, (2) Associate Accountants, (4) Accountants, and (1) Fiscal Administrative Officer.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for directing a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.

EXAMPLES OF DUTIES

Duties of this position include the following:
• Manages the staff and operations of the Federal Billing Unit.
• Develops policies and procedures related to federal billing and to the close-out of federal projects.
• Ensures that the Department maximizes revenue through federal reimbursement of eligible and allowable expenses on capital projects.
• Oversees the budgetary control of federal authorizations
• Acts as a liaison with federal agencies concerning billing and other administrative requirements.
• Provides responses/documentation regarding federal billings to federal agencies and State Auditors of Public Accounts.
• Oversees the ongoing closing out of Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) projects and works with other Department areas to coordinate closeout activities.
• Manages coordination with the FHWA Division Office with respect to improper payment reviews, FIRE Directives, Ineligibility Notifications, Contractor Suspensions and Debarment, federal investigations, etc.
• Oversees the analysis of individual capital grants and projects at the end of their project life-cycle in order to remove any excess State and federal funding.
• Oversees staff in the processing of expenditure corrections, managing federal unbilled costs and the prompt closeout of projects. 
                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                         

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; knowledge of and ability to apply management principles and techniques; knowledge of principles and procedures of personnel, payroll, purchasing, grant administration and contract administration; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to understand and apply relevant state and federal laws, statutes and regulations; considerable ability in preparation and analysis of financial and statistical reports; ability to analyze budgetary and related problems; ability to utilize EDP systems for financial management.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been supervising professional level staff.
Note: For state employees this is the level of Fiscal/Administrative Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Knowledge of CORE and experience or familiarity with project budgeting and federal billing.
