Introduction

The Department of Transportation is currently recruiting for a Transportation Chief Administrative Officer in the Bureau of Finance and Administration. The Mission of the Bureau of Finance & Administration is to Initiate, Develop, Communicate and Support the Department by utilizing its Team and the methods of Continuous Improvement to compliment the Mission of the Department of Transportation in accomplishing the needs of the Department's Customers. This will be accomplished through the provision of tools and methods that: Maintain a quality standard for the development of personnel resources; Maximize fiscal and operational performance; Improve business processes using information systems technology; Expand opportunities for community participation in the supply of goods and services for the promotion of Economic Development and; Strive to enhance the transportation system of the state.

The Transportation Chief Administrative Officer position is a full time, managerial position. This position reports directly to the Bureau Chief of Finance and Administration and is the Chief Financial Officer for Department of Transportation. The responsibilities of this position include supervision of three large financial units, and 130 employees. It is responsible for the federal/state Capital Budget of over $2.3 billion dollars, the appropriated (operating) budget of approximately $697 million, long term planning and projection for the Special Transportation fund, working on Special Tax obligation bond sales, and preparing testimony for the legislative budget hearings.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Finance and Administration, this class is accountable for administering the programs and operations of the Office of Finance.

EXAMPLES OF DUTIES

Manages fiscal or administrative portion of business and administrative management activities of department; reviews financial management procedures and recommends policies; prepares summaries, recommendations and progress reports on programs of department; assists in reviewing administrative operations for conformance to both statutory requirements and departmental rules and regulations; provides fiscal and administrative advice to Deputy Commissioner, Bureau of Finance and Administration and provides technical advice and assistance to component bureaus of department; makes reviews of legislative matters relating to fiscal operations of department; may represent department in contacts with other public and private agencies, boards and commissions; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of accounting and fiscal management principles and practices including some knowledge of governmental accounting; considerable interpersonal skills; considerable oral and written communication skills; ability to plan, organize, integrate and manage an administrative organization.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) at least one (l) of which must be an accounting or budgeting function.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a managerial capacity.

Notes:

  1. Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and maintaining the budget.
  2. For State employees, managerial capacity is defined at the level of Fiscal/Administrative Manager 1 or above.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years.
  2. A Master's degree in business or public administration may be substituted for one (1) additional year of the General Experience.

Strong Accounting background
Experience with CT State Government procedures
Excellent data analysis skills
Experience with interpreting and implementing agreements
Budgeting experience (Operating and Capital)
Good business writing skills
