Introduction

The Connecticut Department of Transportation (DOT) seeks qualified individuals for the position of Construction Specialist 1 (Electrical) in the Bureau of Finance & Administration, Office of Property and Facilities Services, at our Newington Headquarters. This position is full time, Monday through Friday, 7:00 a.m. to 3:30 p.m. Due to this office’s involvement in new facility construction, renovation, and site-related electrical work, extensive travel will occur within the state.                                                                                                          

The Office of Property & Facilities Services is responsible for (non-threshold) Building and Fire-Safety Code compliance for the Agency. The DOT is comprised with a large amount of property which includes several types of buildings, such as offices, highway maintenance and repair facilities, railroad stations and support facilities, bus maintenance facilities, pump stations, and also fueling stations located at many of these facilities. This class is accountable for performing building and site-related electrical plan review, inspection, and periodic electrical design work. OSHA guidelines must be familiar and complied with at jobsite locations. This position requires the ability to shift priorities, think on ones’ feet, and handle multiple tasks simultaneously. Electrical code analysis or design and construction advice from the perspective of an electrician for other areas of the Agency is often needed. Electrical design (plans and specifications) is required of this position, primarily for the resolution of an emergency event which requires remedy.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the review of plans and specifications and inspection of contractors' work in the appropriate parenthetical title to ensure conformance to standards, codes and contract documents.

EXAMPLES OF DUTIES

Inspects electrical work to ensure compliance with code requirements and standards and recommends changes; examines shop drawings and materials for conformity to specifications; performs special investigations and analyses specific to problems in electrical systems; conducts project meeting and schedules and coordinates work of electrical contractors and subcontractors with general building schedule; analyzes change orders to verify material quantities and labor hours and negotiates costs of changes; performs tests to determine if system is functioning properly; reviews accuracy of electrical contractors requisitions and withholds payments as necessary; reviews plans and specifications and assists in their interpretation for contractors; prepares records and reports; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of methods, materials and installation of equipment used in electrical work of large public buildings; knowledge of other construction trades; interpersonal skills; oral and written communication skills; considerable ability to check and supervise electrical work and layout of electrical equipment; ability to read and interpret building plans and specifications as related to electrical field; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in large scale commercial or public construction in the field of the parenthetical title.

Note: Large scale construction will be interpreted as multimillion dollar apartment complexes, public institutions, industrial complexes or other building projects of similar size and scope. The construction of residential developments, small commercial and/or industrial buildings does not meet this requirement.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in engineering, architecture or building construction may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

Possession of a current E-1 Unlimited Electrical Contractor license; strong oral and written communication skills and work ethic; Proficiency with the National Electrical Code (NEC), and industry standards; knowledge of how electrical systems relate to or integrate with other aspects of building and site construction; adequate computer skills, proficiency with Microsoft Office Suite.

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a license as a Construction Inspector or higher within six (6) months of appointment.
  2. Incumbents in this class may be required to travel.
  3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and a moderate degree of discomfort from year round weather conditions.
