Introduction

This is a 40 hour position located at the District One Administrative Office in Rocky Hill. The hours are Monday-Friday, 7:30 a.m. - 4:00 p.m.  Incumbents in this position will be accountable for performing a full range of highly complex clerical duties and processing permits in the Special Services Section Unit.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in carrying out and maintaining a complex clerical processing service having a statewide impact. Services which have a statewide impact are defined as services which directly reach and assist members of the general public.

EXAMPLES OF DUTIES

• Examining incoming materials for accuracy, completeness and conformance to state statutes and regulations
• Setting up and maintaining office procedures: logs, files, records, and index systems for office use and to meet recurring needs
• High volume of filing
• Answer all incoming phone calls for permit questions and requests
• In-taking and processing fees and maintaining financial records
• Maintaining good communication with a variety of individuals to include: members of the public, permittees, other state employees, attorneys, insurance company representatives
• Researching information/answers related to the permit process
• Preparing and typing reports and correspondences related to permits
• Maintaining a calendar of due dates and initiating recurring work/projects accordingly
• Answering, properly documenting, and forwarding telephone complaints that come in for road/traffic issues from the public, various municipalities or other state agencies
• Preparing monthly reports
• Support system for 6-8 field agents regarding correspondence, phone calls, etc.
• Performing any other related duties as required

KNOWLEDGE, SKILL AND ABILITY

Knowledge of office systems and procedures; interpersonal skills; oral and written communication skills; ability to compose effective correspondence and forms; ability to read, comprehend and apply laws, regulations, and procedural guidelines; ability to organize and coordinate workflow; ability to articulate ideas and information effectively; ability to perform research assignments; ability to devise and maintain record keeping and filing systems; ability to examine documents for accuracy and completeness; ability to operate office equipment including personal computers, computer terminals and other electronic equipment; ability to operate office suite software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years' clerical work experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved a full range of clerical duties as an Office Assistant, Interpreter Clerk or its equivalent.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

PREFERRED QUALIFICATIONS

All of the above require the ability to multi-task, being a self-starter, able to work independently and having good time-management skills, being accurate with permit processing, which are crucial.  Interpersonal skills and dealing with the public play a significant role in this position.  The office is very busy, most times, with various duties running concurrently.  The ability to multi-task is extremely important.  Computer skills such as Word, Excel, and/or Access, to include the state’s CORE system are used extensively in some of these applications.
