Introduction

The Department of Energy and Environmental Protection (DEEP) is dedicated to conserving, improving and protecting our natural resources and the environment and increasing the availability of cheaper, cleaner, and more reliable energy.  

DEEP's Bureau of Central Services, Engineering and Field Support Services Division is recruiting for an Environmental Compliance Specialist 1 based in Portland, CT.   This agency only promotional opportunity will directly contribute to public health and safety in the drinking water sampling, water system inspections, and building/facility condition assessments.

This position is full-time, 35 hours per week, Mon through Fri.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection and the Department of Transportation this class is accountable for assisting in the performance of tasks in the inspection, monitoring, data collection and evaluation of various types of residential, industrial, commercial, institutional or municipal operations and/or facilities.

EXAMPLES OF DUTIES

With supervision assists or may conduct inspections to ensure compliance with or sanctioning under federal and state environmental laws and regulations and, when applicable, environmental permits; participates in witnessing technical on site testing and prepares reports on testing; collects data and samples; assists in inspections of specific facilities, operations and equipment to identify or evaluate malfunctions or noncompliance; participates in enforcement activities to obtain compliance with permits and regulations; assists in preparation of inspection reports; assists in preparation of enforcement documents; participates in hearing preparation; may recommend and/or draft Notices of Violation; may review and evaluate compliance reports for compliance with applicable state and/or federal regulations; may respond to complaints by the public; may provide recommendations for corrective action; may respond to incidents involving assigned area; performs related duties as required.

Specific duties of this position are:

  • Collection of environmental samples at the more than 130 DEEP owned water systems throughout the East and West Districts for regulatory compliance and investigative purposes.
  • Completion of annual DPH inspections /sanitary surveys of DEEP owned public water systems, develop, and implementation of required corrective actions to ensure compliance with federal and state environmental laws and regulations.
  • Completion of condition assessments and inspections of agency critical infrastructure at the more than 1,000 DEEP owned buildings and structures throughout the East and West Districts, ensuring regulatory compliance and collecting information for asset management purposes.
  • Regulatory compliance tracking and assistance relative to DEEP owned and operated water systems, including those classified and regulated as public water systems by the Department of Public Health.
  • Developing and implementing corrective actions in response to deficiencies, notices of violation and other enforcement actions to achieve/maintain regulatory compliance.
  • Critical role in the implementation and development of an asset management program (Maximo} for DEEP - primarily buildings and vehicles.
  • Tracking and maintenance of the database for the inventory of more than 120 DEEP owned and operated bridges.
  • Tracking and field verification of permitting requirements associated with projects statewide.  Assisting project managers in the verification, documentation and reporting requirements associated with individual and general permits.
  • Development of standard operating procedures, reports, and forms in collaboration with users and stakeholders throughout the agency.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of proper principles and practices of environmental protection relevant to assigned area; knowledge of methods used to collect and process samples; some knowledge of techniques used to conduct environmental inspections; some knowledge of appropriate statutes, regulations and policies relevant to assigned area; some knowledge of personal safety equipment; interpersonal skills; oral and written communication skills; ability to read and interpret statutes, regulations and policies relevant to assigned area; ability to recognize effects of various types of pollution; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in environmental compliance programs relevant to assigned area including inspections and/or enforcement activities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

An Associate's Degree or a Bachelor’s Degree in natural, chemical, biological or environmental sciences or engineering technology may be substituted for the entire General Experience.

PREFERRED QUALIFICATIONS

 

  • Collection of environmental samples for regulatory compliance and investigative purposes.
  • Completion of condition assessments and inspections of agency critical infrastructure ensuring regulatory compliance and collecting information for asset management purposes.
  • Developing and implementing corrective actions in response to deficiencies, notices of violation and other enforcement actions to achieve/maintain regulatory compliance.
  • Knowledge and experience with environmental statutes, regulations and policies, especially drinking water regulations, statutes and policies.
  • Experience in database development and implementation as well as database administrative activities on the program level.
  • Effective oral and written communication and interpersonal skills.
  • Development of standard operating procedures, reports and forms in collaboration with users and stakeholders throughout the agency.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to difficult and dangerous conditions including chemicals and hazardous materials, heights and a moderate degree of discomfort from exposure to year-round weather conditions.
