Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence.
IN A DISTRICT MAINTENANCE OFFICE: supervises and coordinates the issuance of encroachment permits for all work to be done within the highway right-of-way throughout a District; this includes, but is not limited to, permits issued to property owners, public utilities, municipalities and other State agencies; is responsible for the review of major traffic generators and the issuance of encroachment permits as required by the Connecticut General Statutes, as revised; monitors all phases of the District permit process to ensure compliance with Department policy and procedure and compliance with General Statutes, plans and specifications; performs related duties as required.
IN THE OFFICE OF MAINTENANCE: provides assistance in the development and coordination of programs and activities; supervises and coordinates engineering reviews of major permit/traffic generator applications with other divisions of the Department and the District Offices; supervises and coordinates reviews for property lease or release concurrences; supervises investigations on complex claims and complaints involving the District Offices; performs related duties as required.
Two (2) years of the General Experience must have been in a lead capacity responsible for significant highway construction, reconstruction, maintenance and/or drainage projects or traffic control studies.
NOTE: For State Employees this is interpreted at or above the level of Transportation Maintenance Planner 3, Transportation General Supervisor (Maintenance) (Bridge) (Signs and Markings), Transportation District Electrical Supervisor, Transportation Engineer 2 with lead responsibilities, Transportation Maintenance Planner 2 with lead responsibilities or Transportation District Services Agent 2.
