Introduction

The Bureau of Policy and Planning is recruiting for a Transportation Planner 2 in the newly created Office of Federal, State, and Local Policy Coordination. This position reports directly to the Assistant Director of Policy Coordination.

The Transportation Planner 2 will assist the Assistant Director in coordinating major federal, state and local policies across all CTDOT bureaus; identifying, recommending, preparing and developing policies in support of the goals and mission of CTDOT; and ensuring they are fully reviewed and vetted with input from across the organization. He or she will also help ensure good communication and working relationships both internally and with other state agencies, the Legislature, and external stakeholders.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

Works under the direct supervision of the Assistant Director to draft proposed CTDOT policies and legislative proposals. This involves meeting with CTDOT executive-level managers to discuss, draft, and/or coordinate CTDOT policies, programs, and legislative proposals. It can also include working on internal CTDOT task groups to develop agency policies that affect multiple bureaus or to prepare mandated reports or regulations.

Works under the direct supervision of the Assistant Director to draft responses to proposed federal or state changes in policy, legislation, or regulations. This involves meeting with federal, state, and local officials to explain CTDOT policies, programs, and legislative proposals. It can also include working directly with the Chief of Planning and/or Commissioner to prepare special analyses and/or briefings for federal, state, and local officials.

Will work with the Assistant Director to manage and coordinate multiple, and often overlapping requests, inquiries, and complaints on various transportation-related issues, programs, and policies. This involves working with staff at all levels, managing the workload many of these inquiries require, and coordinating responses while ensuring a consistent message from the Department. It also can involve interaction with key stakeholders, various constituencies, and the public to provide fundamental information on various transportation projects, programs, and operations.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning; interpersonal skills; oral and written communication skills; ability to develop and use computer software including planning models and other programs related to planning process; analytical ability; ability to forecast trends based upon empirical data; ability to comprehend and interpret laws and regulations; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Candidate should have:

  1. Considerable knowledge of contemporary transportation issues, policies, and practices;
  2. Considerable knowledge of relevant State and Federal laws, statutes, and regulations;
  3. Experience analyzing proposed federal and state transportation policies, legislation, and regulations directly related CTDOT funding and programs, and
  4. Experience dealing directly with high-level federal, state, and local officials; and
  5. Experience dealing with outside stakeholders.

Position also requires someone with:

  1. Strong interpersonal skills, and
  2. Strong oral and written communication skills.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
