Introduction

The State of Connecticut through the Department of Administrative Services is looking for a new leader to administer its Collection Services Division. This Division is responsible for the recovery of funds for human services, public assistance and other services provided or funded by the State, leading to an increase in revenue. The Director of Collections Services manages a staff of approximately 50 people who are responsible for billing for Medicare, Medicaid and other services provided to individuals by state agencies and for collecting money due to the state from several sources. The incumbent in this exciting role must have knowledge of public administration, legislative and statutory budgetary processes, as well as the ability to utilize Information Technology systems to create effective solutions for streamlining processes and procedures.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, this class is accountable for directing the staff and operations of the Collection Services Section.

EXAMPLES OF DUTIES

Administers staff and operations of the section; develops, implements and evaluates section policies, goals and objectives; designs and develops section programs and activities; implements new procedures and procedural revisions; determines appropriate staffing levels and directs management and coordination of staff; designs and implements performance review standards for section staff; prepares section budget; maintains contacts with individuals within and outside of section who might impact on policy or program activities; directs the development and implementation of new revenue options; directs investigation, determination and collection of charges for support of persons cared for or treated in institutions and facilities operated by the state; directs the filing and enforcement of claims against estates or legal actions for unpaid public assistance and services provided in state humane institutions; directs collection of accounts receivable for other state agencies; cooperates and coordinates with other state, municipal and federal agencies in cases in which there is a mutual interest; prepares drafts of proposed legislation; presents testimony regarding proposed legislation; prepares reports as required; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of and ability to apply relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of public administration as it pertains to collection services; considerable knowledge of healthcare reimbursement methodology and estate and lien enforcement processes; knowledge of governmental accounting and budgeting; considerable interpersonal skills; considerable oral and written communication skills; ability to prepare financial and statistical reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in hospital billing, collection of accounts, estate management, investigating determination of claims, business or public administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory or management capacity.

Note: For state employees, this is the level of Reimbursement Team Leader or above.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

3. A law degree may be substituted for one (1) additional year of the General Experience.

4. For state employees, three (3) years of experience at the level of Reimbursement Team Leader or two (2) years at the level of Collection Services Assistant Director may be substituted for the General Experience and Special Experience.

PREFERRED QUALIFICATIONS

The successful candidate will possess:

  • Experience with Medicaid and Medicare revenue cycle management;
  • Knowledge of billing procedures utilizing standard systems and programs such as the Medicare Electronic Data Interchange (EDI) and state Medicaid programs (e.g., Husky Care, Children's Health Insurance Program, CT Department of Social Services' services etc.)
  • Experience enforcing administrative and physical safeguards as required by the Health Insurance Portability and Accountability Act (HIPAA);
  • Ability to assist the HIPAA compliance team with its regular HIPAA assessments;
  • Ability to consult and work directly with leadership personnel across various departments and divisions advising on key processes and identifying resource needs in order to improve operations, productivity and collection rates;
  • Experience with collections, probate and lien enforcement processes.
