Introduction

The Department of Developmental Services - Central Office - has one (1) current full-time job opportunity for a Social Services Program Administration Manager in the Medicaid Operations Division in Hartford, CT.

This is a full-time forty (40) hour per week position. The work schedule is Monday through Friday 7:30am-4:00pm. However, must be flexible in order to meet the needs of the agency.

Selection Plan

Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license. Incumbents in this class will be required to travel.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Social Services and Developmental Services, and the Office of Early Childhood, this class is accountable for managing program/policy planning, development, implementation and monitoring for a major agency program area.

EXAMPLES OF DUTIES

Establishes all DDS private, public and TCM Medicaid reimbursement rates. This position will implement DDS Medicaid revenue initiatives totaling 4.8 million dollars annually. Develops and monitors Medicaid revenue estimates for OPM and DSS. Establishes and implements procedures for DDS Medicaid Billing. Responsible for the administration of the DDS WRD Billing System. Acts as a liaison between DDS, DAS, DSS and OPM for Medicaid initiatives. Manages the workflow of the Medicaid Rate Setting and Billing subsection of the Medicaid Operations unit. Acts as the assistant to the Director of Medicaid Operations over the range of functions and staff. Formulates Medicaid goals and objectives by utilizing agency’s SQL Database. Monitors all Medicaid changes that directly impact DDS public and waiver services. Assists with DDS budget preparation; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of social services programs, early childhood programs and programs for individuals with intellectual disability; considerable knowledge of relevant agency policies and procedures; considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of community organizations and social services agencies; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to interpret complex written material including legal narrative and to assess the impact thereof on programmatic goals.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in the delivery of social services programs and/or policies.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a managerial or consultative capacity with programmatic and administrative responsibility for a regional or statewide social services program.

Note: For State employees, the Special Experience is interpreted at the level of Program Manager, Operations Manager,  Public Assistance Consultant, Planning Specialist and Associate Accountant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in Social Work, Public Administration, Accounting, Early Childhood Education or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

• MMIS Training specific to Data Warehouse
• Significant knowledge of the DDS Random Moment Time study database and systems
• Significant knowledge and expereince using DDS databases and systems
• Knowledge of DDS Medicaid Billing process
• Advanced Microsoft Excel and Access knowledge and experience
• Experience working in the CMS waiver portal
• Experience facilitating multi-stakeholder collaboration
