The State of Connecticut Department of Correction is seeking a Statewide Chief Operating Officer of Inmate Health Services to lead our correctional health services. This is a rare opportunity for someone with a passion for leading large and complex organizations that deliver tremendous results in a challenging environment. We are seeking an accomplished organizational leader who can guide a large and complex organization to extraordinary quality and efficiency results. The ideal candidate for this opportunity will have broad based organizational leadership accomplishments that feature orchestrating operations, human resources, financial management, information technology and other functional team members to achieve common organizational goals. A leader who has built a or transitioned a complex organization and has strong change management skills would be well positioned for success.

In the Departments of Correction and Mental Health and Addiction Services, this class is accountable for the coordination, integration and administration of an agency's health care or behavioral health and administrative services, programs and operations.
Administers and coordinates agency behavioral health or health care services including overseeing clinical and administrative staff and operations; serves as key executive team member responsible for participating in development, implementation and evaluation of agency policies, goals and objectives; oversees design and development of programs and activities consistent with agency policies, direction and priorities; recommends and prioritizes operational policies and priorities to Commissioner to accomplish specific goals to assure provision of appropriate services; determines appropriate staffing levels and directs management and coordination of staff; designs and implements staff performance review standards; prepares budget; serves as agency liaison with external regulatory, behavioral health planning and advisory groups and other state regulatory service agencies; develops mechanisms and processes to ensure appropriate linkages between planning, policy and operations staff and functions; directs staff in interacting with Office of Attorney General and other regulatory bodies as necessary; performs related duties as required.
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of health care delivery systems; considerable knowledge of various methods of treatment, types of programs and services available and needed within agency and the state; knowledge of administrative and clinical operations, functions and systems; considerable interpersonal skills; considerable oral and written communication skills; considerable organizational skills; considerable skill in negotiating and mediating conflict; considerable ability to organize and budget resources to meet complex and diverse needs of citizens; considerable ability to plan, organize, integrate and manage a complex organization.
Five (5) years of experience in a management capacity directing programs and operations of behavioral health or health care services.
