Introduction

The Department of Mental Health and Addiction Services seeks a qualified individual for a DMHAS Behavioral Health Clinical Manager position. POSITION #89753. LOCATION: Middletown, CT. Work schedule: This is a full-time forty (40) hours per week position, 8:00 PM - 4:30 PM.

This position is primarily responsible for gathering and assessing clinical information in coordination with the Department of Social Services and other stakeholders pertaining to agency placement practices for mental health clients in skilled nursing facilities; managing the Nursing Home Diversion and Transition Program; and collaborating with ASCEND on PASSR assessments for persons requesting placement in skilled nursing facilities. The position provides statewide consultative services in partnership with the Mental Health Waiver, the Residential Care Home community and other mental health, substance use, and health care providers. Duties include arranging level of care assessments for the DMHAS Medical Directors office to assist in the placement of clients in state psychiatric beds. The position is also involved with advocating for and developing networks of local resources to assist clients in remaining integrated into community settings and ensuring stabilization of mental health and substance use disorders. This position supports several major statewide Long Term Support Services initiatives as well as rebalancing efforts as set forth by federal, state and local partnerships.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

Manages the staff and operations of a clinical program, discipline or specialized area; coordinates, plans and manages program activities; formulates program goals and objectives; develops or assists in the development and implementation of related policy; interprets and administers pertinent laws; monitors and evaluates staff; prepares or assists in preparation of program budget; maintains contacts with individuals both within and outside of program who might impact on program activities; ensures program compliance with standards established by outside monitoring agencies; participates in grant and contract preparation and administration; manages the recruitment, selection and retention of program staff; ensures compliance with quality assurance findings and recommendations; promotes cultural diversity in workplace and ensures client rights; identifies and plans training and development needs; analyzes problems at program level and takes appropriate action; initiates workforce planning and monitors staff utilization to meet identified goals; prepares or oversees preparation of reports; investigates and responds to critical incidents; may represent program in grievances and hearings; may perform clinical duties; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles, practices and issues of behavioral health care; considerable knowledge of resources available to client population; considerable knowledge of agency policies and procedures; knowledge of behavioral health policies and systems; knowledge of recovery principles and practices; knowledge of resources available to client population; knowledge of principles and practices of public and/or health care administration; knowledge of and ability to apply management principles and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills; ability to influence actions of others; ability to negotiate, mediate, and resolve conflicts; ability to analyze and synthesize information; ability to collaborate within program, department, agency, and community; ability to interpret standards, contracts and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master Degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

For State Employees, this is interpreted at the level of Behavioral Health Unit Supervisor; Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

Knowledge of service systems, level of care assessments and evidence-based practices with older adults and adults with substance use, mental health and co-occurring disorders is preferred.

SPECIAL REQUIREMENTS

Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
