Introduction

This position will be located in the DDS West Region's Private Division in the Waterbury Office. This a 40-hour per week position with a schedule of Monday - Friday - 8:00 a.m. to 4:30 p.m. However, must be flexible in order to meet the needs of the agency.

Valid Driver's License. Travel is required.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services, this class is accountable for directing and managing program and service development efforts of the department.

EXAMPLES OF DUTIES

Provides direction and management of a major unit intended to advance agency mission; coordinates, plans and manages activities; formulates program goals and objectives; develops or assists in the development of related policy; interprets and administers applicable statute and regulations; evaluates staff; ensures development of resources necessary to conduct training programs and provide technical assistance in implementing services;  manages accounting and funding for major unit; works closely with regional and training school directors and assistant directors in service development, planning and implementation; develops budget components related to staff and service development activities, projecting costs of implementing programs; monitors and evaluates departmental implementation of programs and services to determine need for additional resources, training or support; maintains contacts with individuals both within and outside of the agency who might impact program activities; performs related duties as assigned.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of current trends and practices regarding provision of integrated, supportive community based services to persons with developmental disabilities; considerable knowledge of state, private and community human service programs particularly those which provide services to individuals with intellectual or developmental disabilities or services needed by individuals with intellectual or developmental disabilities to function in the community; considerable knowledge of training and development principles, methods and techniques;  considerable interpersonal skills; considerable oral and written communication skills; considerable organizational and administrative ability; considerable ability to develop action plans to implement executive program priorities; considerable ability to plan, organize, direct and effectively coordinate and evaluate all program and staff development activities of department; considerable ability to direct and manage process of determining staff development goals and objectives based on department new program initiatives.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional employment in the provision of human service or education programs (e.g. residential, day, clinical or case management services) for persons with intellectual or developmental disabilities.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the above experience must have been in a managerial capacity with responsibility for planning, developing or coordinating such services for persons with intellectual or developmental disabilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in public administration or a behavioral science such as psychology, rehabilitation therapy or social work may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Substantial knowledge of current trends and practices regarding the provision of integrated, supportive community based services to persons with intellectual or developmental disabilities; Knowledge and experience in provider contract monitoring and contract negotiations; Knowledge of quality improvement systems; Knowledge and experience in managing budgets; Knowledge and experience with contract and individual budget authorizations; Considerable computer skills including proficiency with Excel; Strong supervisory and interpersonal skills; Excellent oral and written communication skills; Knowledge of relevant state and federal laws and statutes.
