Introduction

Located at 55 Elm Street, Hartford, CT; Monday thru Friday; 40 Hours Per Week; target class of Retirement & Benefit Officer

Selection Plan

Candidates must meet the minimum qualifications for General Experience as indicated to apply for this position.  State employees currently holding the above title or those who have previously attained permanent status in the class may apply for a lateral transfer.  

Candidates invited to interview will be required to submit three business references at the time of interview. Additionally, current state employees will be required to submit their last two performance evaluations and last two years of attendance records at the time of interview.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

Pension Benefit Calculations (Pre-Audit); Determine Vested, Credited and Actual Service; Compute Final Average Earnings; Review work history (leaves of absence, breaks-in-service, workers comp); Analysis of ECT History; Calculate and Post Service to ECT; Run Periodic Process ;Analyze/Adjust Calculation Results ;Review and update Pension Employment; Review and update USA Pension Plan pages ;Process ECT/Account Level adjustments; Run SQL queries/reports; Determine 415 Limit, if applicable; Review and resolve RV Flags.  Pension Benefit Calculations (Permanent Benefit Update); Finalize Service; Finalize FAE (Earnings after retirement); Factor in Vacation Differential & Longevity; Process final adjustments.  Pension/Systems Knowledge;  SERS/MERS plan provisions, stipulated agreements, IRS regulations; Retirement Types (Hazardous Duty, Vested Rights); Online retirement application; System generated error messages; CRM - Case Management & 360 Degree View.  Projects, Benefit analysis; Research retiree inquiries; Interaction with Pension team and submission of SIRs; ARP to SERS/Hybrid Transfers (cost calculations); SEBAC agreements/settlements (impact on benefit calculations)   Perform related duties as required.    

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.

2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

• Strong analytical and problem solving skills

• Considerable skill in performing arithmetical computations

• Excellent oral and written communication skills

• Ability to utilize various computer software programs for benefit analysis

• Ability to interpret and apply regulations, statutes and plan provisions

• Proactive and ability to work in a fast-paced environment

• Ability to work under pressure according to specific time constraints

• Minimum of three years of experience in MS Office suite is required

• Experience creating and running queries (SQL, PeopleTools) is preferred

• Experience with MS Excel (Pivot Tables, V-lookup, Macros) is preferred
