Introduction

The Department of Developmental Services - Central Office - has one (1) current full-time job opportunity for a Director of Services Development and Support position in the Family Services Division in Hartford, CT.

This position will function as the Director of Employment and Day Services and will be responsible for development of relationships with businesses and corporations, providers, and sister agencies, to support the community-based employment of individuals eligible for DDS services.

This is a full-time forty (40) hour per week position. The work schedule is Monday through Friday 1st shift. However, must be flexible in order to meet the needs of the agency.

Selection Plan

Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license. Incumbents in this class will be required to travel statewide.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services, this class is accountable for directing and managing program and service development efforts of the department.

EXAMPLES OF DUTIES

Duties consistent with the DS Director Of Service Development And Support job classification: Helps design and deliver the department's employment and day services so that people served by DDS increase competitive employment and wages over time.  Ensures employment/day program compliance with Department of labor laws; and with new legislation such as the Workforce Investment and Opportunities Act (WIOA).  Assists the department to gain or sustain revenue by improving consumer wage and hour data systems and by enhancing department collaboration with the Department of Education, Department of Rehabilitation, Department of Labor and others to streamline services; reduce duplication; and enhance the delivery of services for people with IDD that are provided by each agency.  Assists with compliance with Center for Medicaid (CMS) settings rule which require all DDS services are delivered in community-based environments.  Provides oversight of employment/day services to ensure that all people served by the department (*especially those with the most significant needs) are kept safe and healthy while actively engaged in community-based activities. Shall performs other related duties as required.   

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of current trends and practices regarding provision of integrated, supportive community based services to persons with developmental disabilities; considerable knowledge of state, private and community human service programs particularly those which provide services to individuals with intellectual or developmental disabilities or services needed by individuals with intellectual or developmental disabilities to function in the community; considerable knowledge of training and development principles, methods and techniques;  considerable interpersonal skills; considerable oral and written communication skills; considerable organizational and administrative ability; considerable ability to develop action plans to implement executive program priorities; considerable ability to plan, organize, direct and effectively coordinate and evaluate all program and staff development activities of department; considerable ability to direct and manage process of determining staff development goals and objectives based on department new program initiatives.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional employment in the provision of human service or education programs (e.g. residential, day, clinical or case management services) for persons with intellectual or developmental disabilities.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the above experience must have been in a managerial capacity with responsibility for planning, developing or coordinating such services for persons with intellectual or developmental disabilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in public administration or a behavioral science such as psychology, rehabilitation therapy or social work may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

• Proven track record in business development or related market, including successful experience in prospecting and lead generation
• Demonstrated skill in relationship-building and problem-solving
• Experience leading teams and facilitating multi-stakeholder collaboration
• Experience working with statewide and local workforce development groups
• Practice in implementing formal project management techniques
• Background in marketing or sales
• Strong presentation and communication skills, both written and verbal
• Demonstrated ability to develop programs in compliance with applicable state and federal laws
• Experience in translating business function desires into technical plans and vice versa
• Basic understanding of the human service industry, with the ability to become a subject matter expert on the job
