Introduction

The Department of Transportation is currently accepting applications for a Connecticut Careers Trainee (CCT) position with a target class of Property Agent 1, in the Division of Rights of Way, Office of Engineering, at our Newington Headquarters. 

CCT's are the Department's entry level positions in Rights of Way.  CCT's receive training in real property acquisition and relocation services, property management, leasing, appraisals, title examination, closings, and deed preparation as they relate to the work of the Division of Rights of Way, and perform a wide variety of increasingly difficult duties as technical skills are acquired during the course of the training period. 

CCT's are eligible for promotion to the target class of Property Agent 1 after successful completion of the one (1) or two (2) year training program.  These positions are full time, 40 hours per week and are in the P-4 (Engineering and Scientific) bargaining unit. 

*During the first year of training, CCT's with a Bachelor's degree earn $46,789 annually and CCT's with a Master's degree earn $48,474 annually. During the second year of training the salary increases to $53,536 annually.

To be considered, candidates must possess at the time of hire, a Bachelor's degree or Master's degree from an accredited college or university.  A valid driver’s license and availability to attend occasional meetings or training outside of normal working hours may be required. Some travel and field work may be required.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.

2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

Preferred qualifications include strong organizational, interpersonal, oral and written communication skills, a strong work ethic, positive attitude, eagerness and ability to take direction, learn and retain job training and a strong desire to work in the transportation engineering field. The ability to read, interpret and understand engineering and design drawings/plans and training and/or experience in the use of Geographic Information Systems (GIS) and other technical computer products and software, including Microsoft Word, Excel, Access, PowerPoint and Outlook, is highly preferred and should be indicated on the application materials.  Preferred educational degree areas include:  real estate, business administration, economics, geographic information systems, political science with concentration in state and/or local government, communications, urban planning, or closely related fields, with achievement of a highly successful grade average in job-relevant courses.
