DEEP has a current job opportunity for an Environmental Intern within the Bureau of Air Management, Planning and Standards Division, Mobile Group and will be based in Hartford, CT. The Mobile Sources Group is responsible for assuring effective implementation of various mobile source programs established under state and federal law pertaining to on-road and non-road mobile sources, transportation fuels including gasoline, diesel and alternative and/or renewable fuels, the idling of vehicles, and implementing programs to support the transformation of Connecticut to more sustainable transportation modes such as transportation electrification. 

 

Mobile sources are now the largest contributor to air pollution in Connecticut and the transportation sector is a major focus of both the Comprehensive Energy Strategy and the state’s federal Clean Air Act obligations.  To achieve the air quality benefits, greenhouse gas reduction benefits and to continue the shift away from gasoline towards cleaner, cheaper and more reliable energy sources.

The successful candidate will be trained to perform mobile source modeling and implement efforts targeted at innovative and non-traditional programs.  The training period will be one year.  Upon successful completion of the training period, the Environmental Intern will be promoted to the target class of Environmental Analyst 1. 

 

This position is first shift, 35 hours per week, Mon thru Fri, but hours may vary according to needs.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency receives training in introductory professional environmental work for the development of technical and professional skills and knowledge in order to qualify for advancement to the professional environmental work of the agency; performs a wide variety of increasing difficult duties as technical skills are acquired during the course of the training period.

EXAMPLES OF DUTIES

This position will assist with:

  • Work on the implementation of the Zero Emission Vehicle (ZEV) Action plan, including developing fleet procurement   strategies, facilitating electric vehicle charging infrastructure deployment, working with state agencies and municipalities to lead by example.
  • Work with energy planners to improve awareness of electric vehicle options.
  • Work to develop and strengthen partnerships with interested stakeholders and may represent the department in public outreach forums, interagency planning efforts and program development efforts.
  • Work with transportation planners to prepare for electric and hydrogen vehicles, identifying best practices and resolving issues through collaboration with sister agencies
  • Recommend program policy, working with the other states creating ZEV action plans, performing modeling analyses to establish benchmarks and conduct checks to assess plan effectiveness as the program and ZEV markets evolve. 
  • Prepare and deliver presentations, draft reports and briefings documents.

KNOWLEDGE, SKILL AND ABILITY

Some knowledge of basic theories, principles and practices of environmental and policy analysis; some knowledge of basic statistics; general knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; analytical skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's or Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; leisure services; geographic information systems; geography with a concentration in geographic information systems; environmental or natural sciences; or natural resources.

PREFERRED QUALIFICATIONS

  • Technical training and project management skills;
  • Good interpersonal skills including practical training to work in both a team environmental and on individual projects;
  • Strong computer skills with proficiency in spreadsheet and database programs;
  • Strong problem solving skills and be effective at adapting to changing priorities;
  • Good written and oral communication skills;
  • Consistent track record of completing work on a timely basis, using time efficiently, and working in an organized manner;
  • Training/ and or experience  reading, comprehending and applying basic federal/state laws, rules, and regulations;
  • Some knowledge or training in mobile sources and electric vehicle programs.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and moderate degree of discomfort from exposure to year round weather conditions.
