Introduction

The Department of Administrative Services' Bureau of Enterprise and Systems Technology (BEST) – Unified Communications Division is currently accepting applications for an Information Technology Analyst 1.  The position is full-time, 35 hours per week, Monday through Friday and must work within the hours of 8:00 am to 4:00 pm with one hour for lunch.  It will be located at 55 Farmington Avenue in Hartford, CT. 

The Unified Communications unit maintains state employee productivity through effective use of technology.  This includes the planning, maintenance and operation of the state’s telecommunications systems – including the new enterprise VoIP platform.  The new system has been in the process of deployment since 2014 and presently serves over 14,000 Executive Branch users across 45 locations.  Major installations include DAS at 450 Columbus Boulevard, OPM, DPH and DDS at the Capitol Avenue Complex and the Elected Offices at 55 Elm Street.  A critical component of the transition to the new system is knowledge of the existing telecommunications infrastructure employed throughout the state.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment, this class is accountable for performing a range of information technology tasks and application development in an IT environment.

EXAMPLES OF DUTIES

The primary responsibilities of the position involve the coordination of the planning, configuration, design and installation of the data and telecommunications components within the enterprise VoIP environment.  Typical duties of the position include:

• Develops location-specific configuration; documentation and monitor implementation

• Maximizes/maintains network performance by monitoring; troubleshooting problems and outages; scheduling repairs and upgrades

• Coordinates data and telecommunications circuit installations and the porting process with carriers and agency contacts• Documents telephone network by developing a maintaining configuration diagrams, telephone number and circuit inventories and location specifications

• On behalf of participating agencies, coordination and maintenance of the enterprise VoIP call accounting system

• Secures VoIP network system by establishing and enforcing policies; defining and monitoring access

• Performs moves, adds and changes relative to the components of the enterprise VoIP system – including initial provisioning, training, voicemail, call trees and enterprise faxIn addition, the position performs the following duties in support of the state’s telecommunications services:

• Reports network operational status by gathering, prioritizing and documenting information

• In coordination with the DAS Business Office, acts as a liaison to agencies relative to the state’s telecommunications expense management application

• Develops data and telecommunications specifications for requests for proposals; coordinates the RFP analysis and review process

• Acts as the primary point of contact for telecommunications carriers relative to service changes and contractual maintenance

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of data control functions; considerable knowledge of IT equipment and diagnostic tools; knowledge of principles and techniques of computer programming; knowledge of programming languages; knowledge of principles of information systems; knowledge of principles and concepts of network environments; knowledge of computer operating systems; knowledge of fundamental principles and theories of business and planning functions; knowledge of principles and techniques of systems analysis, design and development; knowledge of capabilities of computer equipment and technology; considerable technical problem solving skills; considerable logic and analytical skills; interpersonal skills; oral and written communication skills; considerable ability to install and maintain microcomputer hardware, software and network components; ability to prepare and maintain records, logs, reports, documentation, and manuals; ability to write, test and debug computer programs; ability to use programming development tools; ability to identify, analyze and resolve simple business and technical problems.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in information technology (IT) operations support, programming or another IT related support area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been performing basic technical support work in one of the following areas:
1. Help desk functions.
2. Installing and maintaining basic computer hardware and software.
3. Basic technical work in data communications, microcomputer support, production control or programming.
NOTE: For State Employees basic technical support work is interpreted at the level of Information Technology Technician.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for the General and Special Experience.
3. For State Employees one (1) year as a Information Technology Analyst Trainee may be substituted for the General and Special Experience.
4. For State Employees two (2) years as a Information Technology Technician may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

Demonstrated work experience and knowledge in the following areas:

• Management of a telecommunications network consisting of a minimum of 500 users – including capacity planning and provisioning of incoming and outgoing telecommunications services using Time Division Multiplexing (TDM), Primary Rate Interface (PRI), Session Initiation Protocol (SIP) and Voice over Internet Protocol (VoIP) components

• Coordination with telecommunications carriers – including provisioning of Directed Inward Dialing (DID), the porting process and service management

• Organization and coordination for the state’s telecommunications procurement process – including Requests For Information (RFI) and Requests For Proposal (RFP) management

• Administrative processes – including ordering and billing of telecommunications services, call accounting and auditing applications and Telecommunications Expense Management systems

• Mobile devices – including acquisition of hardware, management of carrier plans and mobile device management
