Introduction

The mission of the Connecticut Department of Consumer Protection (DCP) is to ensure a fair and equitable marketplace as well as safe products and services for consumers in the industries that it regulates. The Investigations Division of DCP seeks to protect the public from unfair or deceptive business practices, including fraud and scams that affect the Connecticut marketplace.  The Division investigates alleged violations of the Connecticut Unfair Trade Practices Act (CUTPA). The Division covers a broad spectrum of oversight, including in the fields of Home Improvement and New Home Construction, which can cause significant financial harm to consumers.

DCP's Investigation Division has a current opportunity for a Supervising Special Investigator. This position oversees the Consumer Fraud's Investigation Unit and the Charities Examination Unit within the Investigation Division. The Supervising Special Investigator is tasked with responsibility for overseeing the agency's investigations of homemaker companion agencies, charitable solicitation, and conduct that potentially violates the Connecticut Unfair Trade Practices Act.

This position is based at 450 Columbus Blvd., Hartford, but requires statewide travel.

This position is full time, 40 hours per week, Monday through Friday, however, must be flexible in order to meet the needs of the agency.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising the staff of an investigative unit engaged in investigating complaints and alleged violations of state laws and regulations.

EXAMPLES OF DUTIES

Assists managerial employees in administering statutes relating to area of regulation assigned to department; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit operational procedures; develops or makes recommendations on the development of policies and standards; testifies at hearings and in court; prepares arrest warrants; prepares search and seizure warrants; conducts surveillance; assists administrators in reviewing complaints and violations and determining appropriate course of action; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of investigatory methods and techniques; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state laws and regulations; considerable interpersonal skills; considerable oral and written communication skills; considerable interviewing skills; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been investigating complaints at the level of Special Investigator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in law enforcement, health care or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Five (5) years of experience investigating violations of CT Unfair Trade Practices Act, Homemaker Companion Act, Home Improvement Act, and other consumer fraud;

Five (5) years of experience preparing investigative reports for administrative hearings and/or courtroom litigation; Experience drafting investigative reports and affidavit of arrest warrants;

Experience in undercover or covert operations;                                                                                                                                                                                                   

Experience supervising, leading, or providing guidance to colleagues, Interns or others conducting regulatory or law enforcement investigations;

Experience working collaboratively with other regulatory or law enforcement agencies during the course of investigations:

Experience identifying and/or implementing process improvement initiatives;

Certification from nationally recognized fraud organizations: (for example; Association of Certified Fraud Examiners, Reid Technique of Interview and NW3C's Advanced Financial Practical Skills)

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2 Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
