Introduction

Within the Department of Public Health’s Office of Government Relations, this Legislative and Regulations Specialist position will serve as a liaison between various programs within the agency and the Legislature, Governor’s Office and the Office of Policy and Management.  Responsibilities will include writing and advocating for the agency’s legislative agenda, providing support for agency programs in the regulatory process, and receiving and responding to legislative and constituent inquiries.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a State agency, this class is accountable for performing as a specialist in the legislative and regulations program.

EXAMPLES OF DUTIES

Performs specialized related duties in the area of legislation and regulation; reviews statutes, legislation, and regulations affecting the operation, procedures and policies of a department; recommends and drafts legislative initiatives; recommends changes in regulations to implement legislation, improve procedures and generally facilitate the operations of a department; researches issues or complaints and recommends resolutions or courses of action; establishes and maintains documentation of the department's legislation; canvases bills introduced in the legislature for their effect on the operations of the department; follows progress of critical bills hearings, and keeps department officials informed of appropriate developments in the legislation, regulations, procedures or policy; represents the department at appropriate meetings or hearings; maintains liaison with individuals in other departments, legislative committees and others as required to coordinate legislative initiatives to keep informed of developments or to provide expertise in the area of legislation/regulations; prepares narrative reports; coordinates and analyzes statistical data of a department or agency for the General Assembly to illustrate trends, effects and consequences of changes in statutes; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of federal and state legislative processes; considerable interpersonal skills; considerable oral and written communication skills; ability to interpret, understand application of and translate into lay language complex laws and regulations; ability to interpret statistical and other research data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience having as its principal responsibility the preparation, analysis and research of legislation or regulations or monitoring and coordinating of legislative activities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in political science or public administration may be substituted for one (1) additional year of the General Experience.
3. A law degree from an accredited school of law may be substituted for two (2) additional years of the General Experience.

PREFERRED QUALIFICATIONS

• Knowledge of the CT state legislative and regulatory processes;

• Experience representing and/or advocating for a Public Health program before diverse audiences, such as legislative bodies, constituent groups, public health partners, health care providers and the public;

• Experience following the progress of critical bills and legislative hearings;

• Experience writing and communicating legislative and regulatory language, legislative summaries and reports;

• Experience advancing legislation that represents public health, population health and health equity on behalf of an agency/organization.
