PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services and the Office of Policy and Management this class is accountable for assisting the Policy and Legislative Advisor in the development of statewide administrative policy and coordinating and implementing special projects relating to state governmental policies and administrative operations.

EXAMPLES OF DUTIES

Acts as senior advisor to Policy and Legislative Advisor on matters having statewide impact; develops, formulates and implements special projects relating to administrative policies, programs and operations; coordinates priorities and project plans; acts as a confidential advisor on new initiatives and special projects of a sensitive nature; performs more advanced agency tasks and/or work including complex, difficult and sensitive administrative proceedings and/or work requiring specialized legal knowledge; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of state and federal legislative processes; considerable knowledge of administrative law; considerable knowledge of rules of practice and procedures before administrative bodies; considerable knowledge of principles and practices of public administration; considerable knowledge of administrative and management principles and techniques; considerable knowledge of relevant state and federal laws, statutes, regulations and guidelines; considerable knowledge of legal research techniques; knowledge of operations of state agencies and institutions; considerable interpersonal skills; considerable oral and written communication skills; considerable skill in writing technical contract provisions; considerable ability to analyze and evaluate complex policy issues; ability to coordinate and implement policy development activities; ability to prepare and present effective reports and presentations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in the practice of law including participation in formal administrative hearings or other judicial or quasi-judicial proceedings.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved performing legal work with major responsibility for the review, development and administration of corporate wide policy.

PREFERRED QUALIFICATIONS

The successful candidate will possess:

• Experience providing legal advice and counsel regarding IT and telecommunication issues, including but not limited to confidentiality, security, privacy, HIPPA compliance, and social media;
• Experience utilizing process improvement methodologies, such as LEAN, Six Sigma or Agile Management;
• At least two (2) years of litigation experience;
• Experience developing and drafting regulations;
• Ability to articulate goals and objectives and effectively engage with a wide variety of constituents at all levels;
• Ability to write legal documents, investigatory reports, policies, and procedures.

SPECIAL REQUIREMENTS

Incumbents in this class must be admitted to practice law in the State of Connecticut.
