The State of Connecticut’s Office of Policy and Management (OPM) is currently accepting applications for a full-time, forty (40) hour per week, Policy Development Coordinator Position to work with the newly established Municipal Accountability Review Board (MARB).
MARB, a State board, was established for the purpose of providing technical, financial and other assistance and enhanced accountability for municipalities experiencing various levels of fiscal distress. This position will assist the MARB to develop and evaluate goals and objectives for distressed municipalities, will identify, monitor and prepare reports on their fiscal conditions, analyze budgets and financial reports, and other related duties. The MARB is currently working with the cities of Hartford and West Haven. This position offers a unique opportunity to make a positive impact on the finances of distressed municipalities in our state and make recommendations to improve efficiency and sustainability of their operations.

In the Office of Policy and Management this class is accountable for the cost analysis and research used to develop state government policy for the Secretary of the Office of Policy and Management. It coordinates the review, analysis, development and implementation of policy and programs for state agencies, towns and municipalities.
Researches, reviews and evaluates cost effectiveness and fiscal implications of established or proposed policies and/or programs; assesses options and develops strategic plans to implement policy decisions; coordinates development of policies for the state, towns or municipalities; develops required recommendations for legislative or administrative actions in order to institute required policies; conducts cost benefit analysis for impact on new initiatives for municipal operations and proposes recommendations for state position; represents Secretary on various boards or commissions; performs related duties as required.
Considerable knowledge of principles and practices of public administration including policy development, coordination, cost benefit analysis and implementation; considerable knowledge of state, federal and municipal legislative processes; considerable interpersonal skills; considerable oral and written communication skills; ability to analyze and evaluate policy and programs; ability to coordinate and implement policy development activities and prepare and present effective reports and presentations.
Six (6) years of experience with major responsibility for the review, analysis, coordination and administration of policies and programs in a large governmental, public affairs or business organization.
