Introduction

The State of Connecticut Office of Early Childhood is recruiting for three (3) Processing Technician positions located at 450 Columbus Blvd., Hartford.  The hours are 8:00am - 4:30pm, Monday - Friday.  The Office of Early Childhood (OEC) is a unique state agency in Connecticut that helps families with young children achieve better life outcomes.  A new state agency, OEC is called on in its enabling statute to be data-driven, human-centered, and result-focused.  We touch the lives of over 200,000 young children, parents, and caregivers annually through our integrated focus on early care and education programs and safety supports, our home visiting programs, and other critical early childhood services.  By scale of funding, OEC is one of the largest departments of Connecticut state government, deploying and leveraging approximately half a billion dollars each year in service of vulnerable families and communities.  Connecticut is a leader in the nation.  Whereas early childhood programming in most states is fragmented across multiple programs which families must navigate, only a handful of states have created agencies dedicated to integrating the supports families with young children require – and only Connecticut’s has a clear data-driven mandate.  New parenthood and early childhood are extremely important moments in a person’s life and nurturing or harmful experiences during this time can have significant and long lasting impacts.  OEC acts on the overwhelming evidence that intervention early in life is the most promising way to break the cycle of poverty.  Your work here will have an impact on the economic security, health, safety, and resilience of families with young children. You will help make childcare safer, more accessible and of higher quality; you will provide families with the support they need to help prevent child abuse, neglect, and trauma; you will help families gain greater economic stability; you will support families with young children who have developmental delays.  This position will play a critical role in the development of this new agency, showing that a family-centered, data-smart approach to service delivery drives measurable better results for children.  We are expanding our ability to screen the childcare workforce to ensure that licensed child care providers and those receiving state funds are held to high safety and background check standards.  This position will be among a new suite of positions focused on enhancing the safety oversight of the child care programs in CT as part of the legal office. 

Responsibilities of these Processing Technician positions include processing initial and renewal applications for child care provider background checks, responding to written, electronic and telephonic inquiries pertaining to background checks, effective utilization of regulatory databases, and processing of child care subsidy hearing requests.  In this role, you will serve as a key member checking the backgrounds of potential child care providers, giving peace of mind to parents who rely on the state to verify the safety of child care.  The ideal candidate will demonstrate proficiency in written and spoken professional English and Spanish.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in carrying out and maintaining a complex clerical processing service having a statewide impact. Services which have a statewide impact are defined as services which directly reach and assist members of the general public.

EXAMPLES OF DUTIES

Performs the most complex duties related to an agency’s clerical processing functions; examines incoming materials for accuracy, completeness and conformance to state statutes and regulations; makes corrections and/or additions; devises follow up procedures to efficiently and effectively carry out activities; initiates and maintains communications with a wide variety of resources to verify information and complete transactions including other state employees, offices and outside officials such as attorneys, judicial and social welfare officials or representatives; interprets and applies state statutes and regulations relating to the particular processing service; makes decisions as to case status, transaction permissibility or admissibility; responds to internal and external inquiries for information and assistance; sets up and maintains office procedures, filing and indexing systems and forms for office use and to meet recurring needs; maintains calendars of due dates and initiates recurring work or special clerical projects accordingly; maintains records and logs; prepares status or statistical reports related to processing function; assists in maintaining general files in support of processing function; initiates correspondence in carrying out duties; types correspondence, forms, file documentation, etc. in support of processing function; may process fees and maintain financial records; may lead lower level clerical employees assisting in carrying out processing responsibilities; performs related duties as required.

Knowledge of office systems and procedures; interpersonal skills; oral and written communication skills; ability to compose effective correspondence and forms; ability to read, comprehend and apply laws, regulations, and procedural guidelines; ability to organize and coordinate workflow; ability to articulate ideas and information effectively; ability to perform research assignments; ability to devise and maintain record keeping and filing systems; ability to examine documents for accuracy and completeness; ability to operate office equipment including personal computers, computer terminals and other electronic equipment; ability to operate office suite software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years' clerical work experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved a full range of clerical duties as an Office Assistant, Interpreter Clerk or its equivalent.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

PREFERRED QUALIFICATIONS

We are looking for team players with demonstrated experience applying attention to detail in office processes and providing stellar customer service.  Proficiency in written and spoken professional English and Spanish will be required for one position and is preferred for the other two positions.

The preferred candidates will demonstrate or possess:

  • experience processing applications for background checks;
  • experience responding to applicants, licensees and other consumers requesting information concerning a regulatory program;
  • experience with the enterprise-wide eLicense database system;
  • experience preparing documents in response to requests under the Freedom of Information Act;
  • experience maintaining an inventory of supplies and placing orders for refill within budgetary allowances;
  • experience with data tracking and interval report production;
  • experience with a federal subsidy program;
  • experience scheduling hearings;
  • experience with retaining state marshal services;
  • experience with the Microsoft Office Suite.
