Introduction

The State of Connecticut Department of Education is recruiting for an Associate Education Consultant position located at 450 Columbus Blvd., Hartford.  The hours are 8:30 - 3:30, Monday - Friday.  This individual will serve as the primary Specific Learning Disability/Dyslexia contact for the Bureau of Special Education, supporting stakeholders with information and guidance related to assessment, identification, and research based interventions.  The candidate will also serve in the role of Transition Coordinator.  This Associate Education Consultant candidate will be expected to demonstrate leadership in the administration, management, policy development, monitoring, and technical assistance in the aforementioned areas.   This position requires travel to meet stakeholder collaboration requirements.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education assists in planning and executing programs of extensive difficulty and scope for the improvement of education in the State.

EXAMPLES OF DUTIES

Assists a Bureau Chief or Education Consultant in supervising various educational programs and services offered by the State; assists in the development and administration of certain programs of major importance or may develop and administer other programs within the framework of bureau policy; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in directing the routine functioning of the bureau; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; ability to prepare reports; ability to deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and five (5) years of professional experience OR in lieu thereof an equivalent combination of experience and training approved by the Board of Education.

PREFERRED QUALIFICATIONS

The preferred candidate will have

  • knowledge of the IDEA and CT Special Education Regulations;
  • demonstrated completion of a program of education preparation related to special education, reading and related disabilities; 
  • expertise in the fundamentals of Reading Instruction, the Foundations of Reading, and Structured Literacy programs;
  • knowledge of the IEP, PPT, and special education process, specifically related to transition services for students;
  • understanding and ability to work with other state agencies that support student transition such as DDS, DORS, DMHAS; 
  • experience working in a school or district with students with disabilities;
  • experience with utilizing data to inform improvement activities; 
  • ability to provide information, resources, and technical assistance to a variety of stakeholders related to IDEA and best practice strategies for supporting students with special needs;
  • ability to work collaboratively as part of a larger team supporting state-wide initiatives; 
  • skills in both verbal and written communication.  

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by State Board of Education.
