This position is in the program area of Performance and Accountability and will coordinate and collaborate with other employment and training programs to develop and submit annual and quarterly reports, and develop performance metrics for those programs."

This is a full-time, first shift position based in Wethersfield.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for performing the most complex tasks in the development and implementation of research projects.

The class of Associate Research Analyst (6857) is administratively Red Circled as an interim step toward eliminating the class. THERE WILL BE NO REFILLS OF OR RECLASSIFICATIONS TO THIS CLASS CODE. When the current incumbent(s) vacate(s), the class will be cancelled.

EXAMPLES OF DUTIES

This specific position will:

Review detailed business requirements from subject matter experts to ensure they meet data needs for federal reporting.

Define work and/or data flow, data elements.

Work with vendors to design, develop, and implement custom interfaces with systems within and outside of CTDOL.Map data conversion from existing systems to the new system and assist in the migration.

Provide basic database support and perform troubleshooting.

Create and maintain system and report documentation.

On-going system administration including maintenance of system settings, staff administration, user administration, service administration, data administration, administrator administration, program administration, work item administration, and reports administration.

Conduct Analysis and Create Multifaceted Reports for Strategic Planning

Collect, analyze and evaluate data to determine the effectiveness of programs, and policies, and to make recommendations for changes to policy, programs, and agency operations.

Respond to user requests for custom reports.

Utilize SQL to write code to request data from databases for a variety of purposes e.g., to determine accuracy of reports generated and to recommend changes in programming for other complex report extracts.

Deposit data from queries and ad-hoc reports into ACCESS or other databases and spreadsheets and develop reports as required.

Use statistical applications to perform statistical analysis on data and develop predictions for numerical and other outcomes.

Develop, prepare, and upload narrative, statistical, and technical reports in accordance with Federal and other requirements.

Coordinate and collaborate with other employment and training programs including the Workforce Investment Act, Workforce Innovation and Opportunity Act, Wagner-Peyser, Trade Adjustment Assistance Program, and the Jobs First Employment Services Program to develop and submit annual and quarterly reports for each program.

Develop computerized databases and analyze and interpret computer generated reports.

Liaison with Information Technology developers to disseminate information on business requirements and testing results, and to provide feedback on code written for complex reports.

Acts as a liaison with operating units within the agency, other agencies e.g., Dept. of Social Services, Depart of Rehabilitation Services, State Department of Education, federal agencies, vendor, and outside officials e.g., CT General Assembly, Workforce Investment Boards, and other agencies seeking grant funds.

Collaborate with other employment and training programs within the agency to clarify federal reporting and other requirements. 

 

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of research methods and techniques; considerable knowledge of principles, concepts and methods of statistical analysis; knowledge of agency related policies and procedures as related to research; considerable oral and written communication skills; interpersonal skills; considerable ability to analyze data; ability to develop programs and use prepackaged computer programs to perform data analysis.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
