Introduction

 

The Department of Energy and Environmental Protection is dedicated to conserving, improving and protecting our natural resources and the environment - and increasing the availability of cheaper, cleaner, and more reliable energy.The Bureau of Air Management, Planning and Standards Division, Field Operations group is responsible for the day-to-day operation of the state’s ambient air quality monitoring network.  This network provides scientifically valid data on air pollutant levels in Connecticut’s ambient air and this data informs many policy decisions on both the state and national levels. 

The Field Operations group has a current opportunity for an EP Air Pollution Control Technician stationed at its Windsor location. The position is 35 hours per week, 7:30 -3:30, Monday - Friday. A more flexible schedule may be available.

This position's primary duties are to install, operate, troubleshoot, and maintain mechanical and electronic air monitoring, meteorological, and data acquisition equipment at both new and existing field sites, assists in the selection and construction of new sites, collects samples from field sites or from special purpose air pollution related field sites and transports or ships them to a laboratory for timely analysis.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, Bureau of Air Management, this class is accountable for independently performing a full range of tasks in the installation, maintenance, and modification of meteorological, telemetry, and air sampling equipment.

EXAMPLES OF DUTIES

Modifies, fabricates, calibrates, and trouble-shoots meteorological, telemetry, and air sampling equipment; prepares equipment specifications, operation manuals, equipment calibration procedures, and technical reports; selects monitoring sites; prepares program specifications for data reduction and analysis programs; may attend public hearings or testify in court cases; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of chemical, electrical, and/or mechanical principles and techniques involved in the operation, calibration, and repair of meteorological, telemetry, and air pollution sampling equipment; considerable knowledge of electronic test equipment; knowledge of air pollution control laws, rules, and regulations; ability to use standard hand and power tools; knowledge of basic laboratory techniques/procedures; skill in equipment installation, repair, trouble-shooting, and modification techniques; basic interpersonal skills; oral communication skills; ability to operate field/laboratory testing equipment; ability to interpret data, charts, and graphs; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the installation, calibration, operation and maintenance of chemical, mechanical and electronic equipment and instruments.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in electronics, physics, chemistry, or engineering technology with courses in air pollution control or air sampling and monitoring may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

• Considerable knowledge of sample collection techniques and procedures, calibration standards and basic properties of calibration gases.

• Very good experience understanding and applying written standard operating procedures concerning the installation, servicing, repairing, and maintenance of electronic sensors measuring air pollutant and/or meteorological concentrations or conditions. 

• Experience reading and applying written procedures necessary to identify and troubleshoot malfunctions in electronic air monitoring and/or meteorological equipment. 

• Excellent skill in reading and understanding computer printouts to determine equipment status and malfunctions.

• Solid organizational skills and flexibility to adjust to changing priorities.

• Consistent track record of completing work on a timely basis.

• Working knowledge of the analytical principles of ambient air monitoring equipment and associated software.

• Good experience in reading and understanding schematics, diagrams, and service manuals.

• Very good experience summarizing information, preparing reports and making recommendations based on findings.

• Working independently and/or as a team member.

• Good interpersonal, communication and problem solving skills. 

• Experience using personal computers and standard software packages.

Demonstrated consistent commitment to maintaining technical knowledge within the field of air monitoring.

Experience with carrying heavy equipment (40 lbs.) to heights of 40 ft. or more to repair, replace or calibrate metrological equipment.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to a moderate degree of injury or physical harm due to falls or lifting of heavy equipment or from dangerous fumes; may also be exposed to a moderate degree of discomfort from environmental conditions and equipment noise.
