The State of Connecticut, Office of Planning and Program Development (OPPD) within the Department of Energy and Environmental Protection (DEEP) seeks a qualified Environmental Analyst 1 to support DEEP’s Permit Assistance function. This position provides critical backing for DEEP’s state and federal statutory and regulatory permitting requirements across DEEP’s Environmental Quality Branch – Air, Water, Materials Management and Land Resources programs – as well as the Environmental Conservation and Energy Branches. Permit Assistance is integral to increasing the predictability, efficiency, and transparency of DEEP’s regulatory processes to ensure that businesses can grow and thrive while meeting environmental standards and protecting our public health and natural resources.    

Position Highlights
  • The individual in this position will participate in pre-permit application meetings; gather data for reports to the U.S. EPA and legislature; and standardize permit applications and operating procedures. 
  • This position will assist OPPD with broader agency planning and program development, such as conducting stakeholder engagement processes and supporting the integration and implementation of DEEP’s climate change and environmental justice priorities and programs across DEEP’s three branches.

This is a hybrid position, Monday-Friday, 8:00am-5:00pm (Flexible Hours).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.

EXAMPLES OF DUTIES

  • The Permit Assistance function of this position involves coordinating multi-program pre-permit application meetings; liaising with other federal, state, and local governments; assisting applicants in navigating the permitting process; tracking of project timelines and permit status; and coordinating permit transfers and name changes. 
  • The Stakeholder Engagement aspect of this position includes assisting with the coordination of large stakeholder events, such as STEPS (Sustainable, Transparent, Efficient, Practices for Solar) Development and the Commission on Environmental Standards (for offshore wind).
  • This position supports agency-wide Information Technology initiatives, including electronic permitting, geographic information systems, permitting data management system, and web content management.
  • This position supports planning and program development functions, including gathering and reporting permitting, compliance, and enforcement metrics to inform permit program processes and producing the required reports to the legislature and EPA using our database.
  • This position provides assistance with broader agency planning, including climate change and preparedness in accordance with the Governor’s Executive Order 3; implementation of environmental justice; development of process improvement strategies and performance measures; and standardization of permitting, enforcement, and compliance assurance policies, practices, and tools.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices in fields relative to environmental protection; knowledge of basic principles and practices of environmental and policy analysis; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of basic statistics; some knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.

Note: Education may only be substituted for a total of five (5) years.

3. For State Employees one (1) year of experience as an Environmental Intern or Environmental Compliance Specialist 2 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working with permitting programs and processes and coordinating projects involving more than one permit with internal and external stakeholders.
  • Experience in process improvement, including providing new approaches to address environmental, natural resources, or energy challenges.
  • Experience using teamwork to reach project milestones. 
  • Experience organizing events. 
  • Experience communicating environmental, regulatory, and policy information to the general public, environmental professionals, and state, federal, and municipal officials or regional planning groups. 
  • Experience in the use of project tracking and data management tools and web content management systems.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
