Introduction



The State of Connecticut Department of Transportation (DOT) is accepting applications for Transportation Engineer Trainee (Construction Engineering) positions in the Division of  Construction Operations E-Construction, Claims and Litigation/Special Projects, Records Examining, Specifications, and Construction Advisory Team sections  located in the  Headquarters building in Newington, Connecticut.  These positions are full time, 40 hours per week and are in the P-4 (Engineering and Scientific) bargaining unit.

Position Descriptions:
E-Construction:  This position will assist in maintaining the Department’s Construction Management System (CMS), provides oversight, training and updating guides and manuals for Construction and Contractor personnel in the use of the CMS for Federal, State, and Department reporting requirements, as well as assisting with the development and implementation of existing and new “e-construction” initiatives.  Other related assignments may be required to be perform other associated office and unit responsibilities for Construction highway projects as necessary.
Claims and Litigation/Special Projects: This position will assist in the reviewing and analyzing of contractor claims, review design issues encountered during construction projects; serve as a technical advisor on construction matters, coordinate construction pilot projects, act as a liaison with other operating units, agencies, consultants, the Contracting Community and outside officials regarding policies and procedures, prepare reports correspondence, prepare and  present  to DOT staff and the public,  and preform related duties as required.
Records Examining: This position participates in the final project record audits of all construction projects and performs intermediate project records audits for Construction projects over $25 million. Other unit responsibilities include constructability reviews, Construction Manual revisions and participation in the State Value Engineering program for both design and construction.
Specifications:  This position assists with updating and maintaining standard specifications, standard drawings and special provisions, and is a non-voting member of the Standard Specifications Committee.  That work includes collaborating with other Department units via Teams, Sharepoint or in-person meetings.  Other duties under the Division of Construction Operations include reviewing plans, specifications and estimates during the design phase of projects, reviewing Bulletins and Directives and other intermittent tasks to support the Division.
Construction Advisory Team:  This position collaborates with engineers in Design, Materials and Construction, includes monitoring the Contractors’ performance for acceptance work related to materials such as: Hot Mix Asphalt, Bridge Membranes, Asphaltic Plug Joints, Bridge Coatings.  The position also includes product research, technical reports, pilot programs, review of contractor submittals.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority, this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional transportation engineering and transportation construction engineering skills and knowledge in order to qualify for advancement in the field of transportation engineering.

EXAMPLES OF DUTIES

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.

KNOWLEDGE, SKILL AND ABILITY

General knowledge of basic transportation engineering theories, principles and methods; skill in use of drafting and calculating instruments and other computer applications; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Possession of a Bachelor's degree.
NOTE:
  1. If the target job classification has a Minimum Qualification that requires specific licensure and/or the Bachelor's degree to be in a specific area(s), then these specific licensures and degree areas are required for appointment to the Transportation Engineer Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
2. Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
NOTE: The following additional substitutions are allowed for the Target Class of Transportation Engineer 1 (Construction Engineering):
1. Possession of Land Surveyor (LS) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
2. Possession of Land Surveyor-In-Training (LSIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
3. Possession of at least Level III certification, from the National Institute for Certification in Engineering Technologies (NICET), in one of the following Civil Engineering Technology Programs may be substituted for the General Experience requirement:
a. Transportation Construction Inspection Program - Highway Construction Inspection.
b. Construction Materials Testing Program - Asphalt or Concrete.
c. Transportation Program - Highway Materials, Highway Surveys or Highway Construction Inspection
4. Possession of a Level III Survey Technician Certification from the National Society of Professional Surveyors may be substituted for the General Experience requirement.
5. Possession of an American Welding Society (AWS) Certified Welding Inspector (CWI) certification, at the level of a Welding Inspector (WI) or above, may be substituted for the General Experience requirement.

PREFERRED QUALIFICATIONS

  • Fundamentals of Engineering (FE) Engineer-In-Training (EIT) and/or Professional Engineer (P.E.) licenses
  • Familiarity with the Department’s standard specifications, Form 818 or previous versions. 
  • Awareness of standard drawings’ relation to specifications and how they are used on projects. 
  • Experience with MS Office 365 including SharePoint and Power BI Bluebeam, AASHTOWare, COMPASS or similar software.  
  • Coding experience or experience and training in computer science
  • Experience or training in project record keeping and inspection on transportation construction projects.
  • Experience in the inspection of transportation construction projects and the required project record keeping and document controls. This would include the ability to research and look back through projects records to confirm proper contract payment.
  • Experience or training with reviewing contract plans, specifications, Standard Specification and comprehension of unit price estimates leading to the bid process.
  • Experience as a presenter, note taker or attendee in meetings with other technical, engineering or government representatives. 
  • Experience in prioritizing and work to meet time sensitive deadlines by working both independently and in a team environment. 

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from highway, construction site, or on-site environments and a moderate degree of discomfort from year round weather conditions.
