Introduction


The State of Connecticut, Department of Transportation (DOT), Bureau of Finance and Administration is recruiting qualified candidates to apply for the position of Connecticut Careers Trainee with a target job class of Fiscal/Administrative Officer.  There are a variety of positions open in the Office of Finance at the DOT Headquarters Building on the Berlin Turnpike in Newington, CT.

We are seeking individuals with a minimum of a bachelor’s degree for the 2-year training program, or a master’s degree for the 1-year training program.  Upon successful completion of training, incumbents will be eligible for promotion to Fiscal/Administrative Officer.  This entry level position is the introduction to the fiscal job series.

The Capital Services Division has 50 employees and is part of the Office of Finance within the Bureau of Finance and Administration.  Capital Services is responsible for the administration of both Federal and State funds for improvements to the state’s highway and transit infrastructure. The Department maintains a 5-year Capital Plan, which accounts for anticipated funds and their planned uses.  Capital Services tracks the funds available in nearly 100 categories, for appropriate use for design, rights of way, construction, procurements, inspection, training, operations, and administration.  Projects are created in our centralized accounting system that contain cost estimates, budgets, and accounting controls, to pay salaries, contractors, municipalities, and vendors.  Capital Services manages many of the financial functions, including administering the funds and projects, and managing the federal reimbursable grants.  Funds are received from the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Rail Administration (FRA), as well as CT’s Special Tax Obligation Bonds and annually appropriated funds.

The Financial Management and Support Division has 46 employees and is also part of the Office of Finance within the Bureau of Finance and Administration. The Division is primarily responsible for providing financial management and administrative support for all the Department’s bureaus. This includes the processing of vendor invoices, recording daily deposits for bus transit and rail parking operators, and providing budget development, monitoring, and reporting services. This Division is also responsible for the completion of mandatory quarterly and annual FTA and FRA federal financial reports and involvement in financial transactions related to project and grant close-outs.

These positions will receive training in various fiscal functions, which may include: 
  • Creating new projects, making cost estimate and budget revisions, and related tasks within the Core-CT centralized accounting system.
  • Functions within federal accounting systems (FHWA-FMIS, FRA-TrAMS, FTA-ECHO, Delphi) to establish and maintain grant agreements and process reimbursements to the State.
  • Functions related to the Department’s biennial budget, including bond allocation and allotment processes, tracking planned uses, reviewing expenses, and reconciling various accounts.
  • Review of invoices, documents, agreements, contracts, legislation, guidance, and similar materials that involve financial transactions, procedures, and the handling of public funds.
  • Examination of documents, audits, expenses, and similar records, to monitor, adjust and close projects, federal agreements, and grants.
  • Creating purchase orders and receivers in the Core-CT accounting system to facilitate the funding of vendor agreements and invoice payments.
  • Reconciling daily deposit information provided by our operators to the Core-CT accounting system.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

  • Experience with Microsoft Office programs, including Outlook, Word, Excel, and Teams.
  • Experience with prioritizing, multitasking, and working with deadlines.
  • Experience with working independently and as part of a team.
  • Degree in Accounting, Business, Finance, or similar concentration.
