The State of Connecticut, Department of Transportation (DOT), is now accepting applications for an exciting full-time, 40 hours/week, 1st shift, Monday-Friday, Design Engineer 3 (Electrical: Traffic Signal Lab) role within the Bureau of Engineering and Construction, Division of Traffic Engineering located at our Signal Laboratory in Rocky Hill, CT. This opportunity is part of the P-4 bargaining unit. It is our mission to provide a safe and efficient intermodal transportation network that improves the quality of life and promotes economic vitality for the State and the region.  


In the Signal Laboratory you will be responsible for designing, supporting, and repairing traffic signal electronic equipment for the DOT’s over 2,500 signalized intersections. Discover the Opportunity to: 
  • Develop and implement traffic signal system timing plans. 
  • Prioritize, schedule, assign, oversee and review work of lower-level staff. 
  • Direct operations staff to respond to system and equipment failures and to problem solve. 
  • Review shop drawings and signal design layout plans prepared both by the DOT and private sector engineers. Perform other related duties as required, etc.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for acting as a working lead and/or for performing the most complex tasks in an area of engineering indicated by the parenthetical title.

EXAMPLES OF DUTIES

WORKING LEAD: As assigned by the supervisor: distributes, prioritizes, oversees and reviews unit work; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; recommends policies and standards; prepares reports and correspondence; may act as technical expert on matters pertaining to a professional licensing board or commission; performs related duties as required. For engineering projects involving electrical power generating and distribution systems, switch gear installations including both high and low tension circuits, airport, street and parking lot illuminating systems, closed circuit television, public address, emergency lighting, communication and alarm systems, lightning protection systems and field of building wiring in hospitals, institution buildings and technical schools: oversees, analyzes and interprets reports and test results; prepares specifications and cost estimates; reviews specifications and determines adequacy; oversees and cooperates with consultants in developing projects; evaluates merits of engineering submissions; may act as technical expert on matters pertaining to a professional licensing board or commission; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles of electric power generation and distribution systems, signals, sound communications, illumination and electrical wiring systems, utility company standard practices and state and federal codes; knowledge of engineering drafting; interpersonal skills; oral and written communication skills; considerable ability to analyze and interpret reports and test results; ability to prepare or review specifications and cost estimates; ability to evaluate merits and determine adequacy of engineering submissions; ability to utilize computer software; some ability to lead.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience performing engineering design in the field indicated by the parenthetical title.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience writing technical procedures, policies, or specifications.
  • Experience with traffic signal software and associated hardware such as ATMS. Now, Streetwise, Smartways, and GridSmart.
  • Experience with networking protocol, IP addressing, communication equipment, IP over ethernet.
  • Experience in reviewing Traffic Control Signal plans and details.
  • Experience with system and equipment failures and problem solving.
  • Experience working with stakeholders both within and outside of the DOT. 

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
