Introduction

The State of ConnecticutOffice of the State Comptroller (OSC), is an agency whose mission is to provide accounting and financial services, to administer employee and retiree benefits, to develop accounting policy and exercise accounting oversight, and to prepare financial reports for the state, federal and municipal governments and the public. 

We are recruiting for multiple full-time Connecticut Careers Trainee (CCT) with a target class of Retirement and Benefits Officer (RBO) to work in the Active and Pension Payroll Services Division.  Each position requires completion of a two-year (2-year) training program working 40 hours per week, Monday through Friday.  Upon successful completion of the 2-year training program, the position will be promoted to the RBO title.  The incumbents in these roles will:  

  • Respond to retiree phone inquiries; 
  • Review and interpret retiree/annuitant records; 
  • Understand relevant state and federal laws, statutes, and regulations;  
  • Process new retirees into the system; 
  • Review on-line reporting of new retirees and establish record system;  
  • Examine application and related reports/forms; 
  • Verify amount of benefit; 
  • Perform data entry; 
  • Coordinate with the Audit Unit and Counseling Services Unit for receipt of the required cases/files;  
  • Adhere to a strict schedule for entering and processing new retirees in system; 
  • Organize pulling of benefit checks; 
  • Coordinate with various units regarding the necessity of pulling pension checks and/or stopping EFTs (stopping EFTs)
  • Resolve Electronic Funds Transfer (EFT) problems by communicating with retirees and financial institutions;  
  • Assist with the processing of Direct Deposit additions/corrections/cancellations;  
  • Prepare and mail vendor reports and checks including Child Support payments, Medical benefits, and garnishments; 
  • Calculate the retroactive adjustments and interest payments due to retirees for their final audit; 
  • Post necessary changes and update systems where applicable;  
  • Assist in the investigation of returned checks and 1099R's; 
  • Assist in compiling miscellaneous contribution information for contribution letters for new retirees and providing duplicate letters where needed; 
  • Respond to requests for reissued 1099R forms for current and historical;  
  • Respond to retiree requests of information as needed; 
  • Compose correspondence as needed.

Candidates must meet the minimum qualifications as indicated to apply for this position.  State employees currently holding the above title or those who have previously attained permanent status in the class may apply for a lateral transfer.  Candidates who have been selected for employment with the Office of the State Comptroller are subject to a detailed background investigation, including a fingerprint supported state and federal criminal history record check along with reference checks. In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.
