Introduction



The State of Connecticut, Department of Social Services (DSS) is hiring for multiple Fiscal/Administrative Manager 2 positions. 

One position will have oversight of several critical functions within the Division of Financial Services. This includes the Federal Reporting, Federal Claiming, Cost Allocation, and Payroll functions:
  • The Federal Reporting and Claiming unit is responsible for the fiscal monitoring and financial reporting of federal grants and for the department’s public assistance cost allocation plan. The federal reports submitted to the federal agencies are grant level expenditures for point and time and the Federal Fund Accountability Transparency Act (FFATA) obligation reporting at a sub-recipient level. The Schedule of Expenditures of Federal Awards (SEFA) reporting is also completed by this unit and submitted to the Office of the State Comptroller. This unit is also responsible for revenue reporting which includes the calculation and filing of the federal award requests and claiming for Connecticut’s Medicaid, Children’s Health Insurance and Money Follows the Person programs. 
  • The Cost Allocation function provides a mechanism to allocate the administrative costs to programs and grants administered by the department, in accordance with 2 CFR Part 200 – Uniform Administration Requirements, Cost Principles, and Audit Requirements for Federal Awards. This includes maintaining responsibility for the Random Moment Sample System, which supports the cost allocation process for field operations expenses. 
  • The Payroll Unit is responsible for coordination and administration of over 1,600 employees’ compensation and health benefits.
The other position will also have oversight of several critical functions within the Division of Financial Services. This includes the Accounts Payable, Accounts Receivable, Benefit Accounting, and General Accounting functions:
  • The Accounts Payable unit is responsible for all vendor payments issued through the state accounting system and to ensure all payments are processed and are done timely, accurately, and in compliance with the federal and state rules and regulations.
  • The Accounts Receivable Unit is responsible for a significant level of receivables related to the Medicaid program, as well as those of other agency programs. 
  • The Benefit Accounting Unit is responsible for the management of funds associated with approximately 30 DSS benefit entitlement programs utilizing state and federal funds, such as Medicaid and Temporary Family Assistance. Other programs include HUSKY B, Supplemental Security Interim Assistance, State Supplement Benefits, State-Administered General Assistance, along with several other benefit programs. 
  • The General Accounting Unit coordinates the fund postings to the state accounting system, complex accounting adjustments and cost tracking, GAAP accounting, and the maintenance of the agency Chart of Accounts. The unit is also responsible for the control and administration of petty cash and the monthly Comprehensive Financial Status Report (CFSR).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex and voluminous fiscal and administrative functions with major emphasis on fiscal administration.

EXAMPLES OF DUTIES

Supervises the staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis; coordinates, plans and manages activities; formulates program goals and objectives; develops or assists in development of related policy; reviews fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures; acts as liaison both internally within the state and externally; evaluates staff; directs budget management function; maintains contacts with individuals both within and outside of unit who might impact on program activities; advises agency head regarding fiscal and administrative matters; assists EDP experts in planning and implementation of financial aspects of EDP systems; utilizes EDP systems for financial records, reports and analyses; prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation; in addition to directing fiscal/administrative functions may direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping; in a facility or institution, in addition to the above, may ensure conformance with related standards of JCAH, OSHA, Environmental Protection and other regulatory agencies; may direct a program of internal and/or external audit; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to understand and apply relevant state and federal laws, statutes and regulations; considerable ability in preparation and analysis of financial and statistical reports; ability to utilize EDP systems for financial management.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administrative, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional level staff.

For state employees, this is the level of Budget Specialist or Fiscal/Administrative Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.

NOTE ON UNCLASSIFIED APPOINTMENTS: Appointments to the Unclassified Service will be made in accordance with sections of the Connecticut General Statutes related to the specific positions.

PREFERRED QUALIFICATIONS

  • Experience establishing accounting requirements for federal grant awards and maintaining compliance with federal accounting requirements.
  • Experience with CORE-CT Financial or other PeopleSoft Software.
  • Experience with using Microsoft Excel and/or Access to manage data.
  • Experience applying state and federal laws, statutes and regulations.
  • Experience with General Accounting Procedures.
