The Bureau of Materials Management and Compliance Assurance (MMCA) is responsible for the proper management of wastes, chemicals and other materials that are critical to the protection of the environment, public health and safety.

The MMCA Waste Engineering and Enforcement Division/Hazardous and Solid Waste Regulatory Program has a current opportunity for an Environmental Intern. This is a permanent position with a one-year training classification and upon successful completion of the training period, the candidate will be promoted to an Environmental Analyst 1.

Position Details:

This is a full time (35 hour per week) position, with a first shift schedule of 8:30 AM - 4:30 PM, Monday through Friday. The position will be located in Hartford, CT and will have the opportunity to telecommute 50% of their schedule. Duties are performed within the context of the administration and implementation of the Waste Engineering and Enforcement Division/Hazardous and Solid Waste Regulatory Program include:

  • Perform routine and investigative hazardous waste, solid waste, and recycling program inspections, compliance reviews and research;
  • Evaluate companies for consistency with environmental laws, regulations and policies;
  • Prepare inspection and investigative checklists, and write narrative reports and support enforcement action resulting from investigation;
  • Prepare site safety plans, collect environmental samples, analyze sample results;
  • Review and analyze detailed site plans, environmental reports, analytical analyses, policies and other hazardous and solid waste documents;
  • Prepare formal and informal enforcement actions, documents and reports, and make recommendations for corrective actions;
  • Assist with providing written and verbal communication on complicated technical issues such as regulatory requirements, constituent toxic threat levels, and environmental risk assessment to the public and regulated community;
  • Serve as a Department representative or subject matter expert at public meetings, hearings conferences, and other similar proceedings; and
  • Provide administrative assistance and support with all aspects of hazardous waste, solid waste, and recycling program management including permitting, compliance/technical assistance and enforcement.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency receives training in introductory professional environmental work for the development of technical and professional skills and knowledge in order to qualify for advancement to the professional environmental work of the agency; performs a wide variety of increasing difficult duties as technical skills are acquired during the course of the training period.

KNOWLEDGE, SKILL AND ABILITY

Some knowledge of basic theories, principles and practices of environmental and policy analysis; some knowledge of basic statistics; general knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; analytical skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's or Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; leisure services; geographic information systems; geography with a concentration in geographic information systems; environmental or natural sciences; or natural resources.

PREFERRED QUALIFICATIONS

  • Experience or college coursework in chemistry, environmental science, risk assessment, industrial and municipal waste management;
  • Experience or training in investigative practices and protocol;
  • Experience or training conducting environmental assessments with compliance with applicable laws and regulations;
  • Experience or training in prioritizing and tracking multiple activities/projects to ensure timely completion and quality of deliverables;
  • Experience or training in technical writing;
  • Experience or training in public speaking;
  • Experience or training in electronic communication skills;
  • Experience or training communicating technical, regulatory, policy or operational information to a wide variety of audiences in a clear and understandable manner; and
  • Experience or training in problem solving, organizational, critical thinking and conflict resolution skills.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and moderate degree of discomfort from exposure to year round weather conditions.
