Water Pollution Control Technician (40 Hour)

Introduction

The State of Connecticut, University of Connecticut, Facilities Operations Department has one job opening for a Water Pollution Control Technician.  This position is responsible for performing highly skilled wastewater and water reclamation treatment analyses and process control at the Class IV Water Pollution Control Facility to include water reclamation.  A current Class III Wastewater Treatment Facility Operator Certification in accordance with the regulations of the Connecticut Department of Energy and Environmental Protection is a minimum qualification of this position.  The Wastewater Treatment Facility Class III Operator Certificate is required and must be maintained throughout employment with the University.

The Water Pollution Control Technician position is a permanent, full-time, 1st Shift 40 hours/week position with a paid half an hour for lunch.  The work schedule is Monday - Friday, 7:00 a.m. to 3:00 p.m.  The hourly salary is $30.30.  This position offers a full benefits package including medical and dental insurance. 

This position is categorized as Emergency Support Services/Essential Staff.  Incumbent must be willing and able to work during emergency closures/delayed openings due to inclement weather or for significant events that effect campus operations.

A current Class III Wastewater Treatment Facility Operator Certification, or higher, in accordance with the regulations of the Connecticut Department of Energy and Environmental Protection is required.  Applicants are required to compete the Licenses and Professional Certifications section of the application, recording the information provided on their Class III Operator Certificate in the specific fields of Type, Issuing Agency, License Number, and Date Issued on their application.  If this section of the application is not completed in its entirety, the applicant will not be considered qualified for the position.  Applicants are encouraged to record any additional licenses or certificates held in this section of the application.

PURPOSE OF JOB CLASS (NATURE OF WORK)

At the University of Connecticut, Storrs, this class is accountable for performing highly skilled wastewater and water reclamation treatment analyses and process control at the Class IV Water Pollution Control Facility to include water reclamation.

EXAMPLES OF DUTIES

Performs on a daily basis highly skilled chemical and biochemical analyses of wastewater and reclaimed water in accordance with regulations, procedures and standards required by Department of Energy and Environmental Protection and Department of Public Health; takes samples from various sections of treatment plant and performs chemical tests and analyses including settleable solids, chlorine residuals, temperatures, hydrogen low concentrations (P.H.), suspended solids, volatile suspended solids, dissolved oxygen (D.O.), bio-chemical oxygen demand (B.O.D.), Buchner sludge tests, total alkalinity, turbidity, mixed liquor evaluation dissolved oxygen titration, sludge volume index, total coliform test, etc.; calibrates laboratory and testing equipment; evaluates and makes decisions regarding pre-treatment and process control changes based on laboratory test results and protocols; makes decisions to bring additional equipment on-line or shut down equipment; establishes the biomass control based on analysis and reports and makes adjustments to biology retention time based on condition of incoming flow and biomass; maintains and records data on facility operations and laboratory tests and analyses; prepares operations and performance reports as required; assists with the fats, oils and grease (FOG) inspection and removal program; performs duties of Water Pollution Control Operator to include but not limited to complex facility operation, monitoring and maintenance and repairs; conducts daily chemical and biochemical analyses of wastewater and reclaimed water; prepares records and reports; records meters and gauges interpreting information according to operating characteristics; operates plant in absence of supervisor; may prepare reagents used to test and analysis wastewater and reclaimed water; performs related duties as required.

In addition, this position leads Water Pollution Control Operator Trainees, Water Pollution Control Operators and other staff as assigned.  This position is also responsible for operating the plant in the absence of a supervisor.  Although this position has an established schedule of 1st shift, Monday - Friday, some training may be required on other days of the week, other shifts and on overtime.  Applicants must also be willing to respond to emergencies on overtime (nights, weekends, holidays) and may be required to work on holidays.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of procedures, techniques and terminology used in laboratory analyses of wastewater and reclaimed water; considerable knowledge of nitrification processes; considerable knowledge of Hach WIMS reporting system; considerable knowledge of chemicals and equipment used in a wastewater treatment plant laboratory and ability to perform required chemical tests; interpersonal skills; oral and written communication skills; mathematical skills; ability to keep accurate records of test results; ability to utilize Supervisory Control and Data Acquisition (SCADA) system; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in the operation and maintenance of a Class II, or higher, mechanical biological wastewater treatment facility.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included performing chemical and biochemical analyses of wastewater.

Note: For University of Connecticut employees, this is interpreted at the level of Water Pollution Control Operator 2 or Water Pollution Control Operator 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

One (1) year of experience as a Water Pollution Control Operator 2 or Water Pollution Control Operator 3 may be substituted for the General and Special Experience if it included performing chemical and biochemical analyses of wastewater on a regular basis.

PREFERRED QUALIFICATIONS

·        Advanced computer skills.

·        Experience with the following programs is preferred: MS Word, MS Excel, MS Outlook, Job Cal or similar program, GEIFIXX or similar program.

·        Education and/or hands on training that is related to environmental, chemistry, and/or mechanical fields.

·        Demonstrated supervisory experience.

·        Demonstrated leadership ability.

·        Strong technical writing skills.

·        Strong mathematical skills.

·        Advanced knowledge of the laws and regulations regarding wastewater treatment facilities i.e. NPDES permit, Grit permit, F.O.G., and OSHA.

·        Extensive experience in collecting, documenting and analyzing data to be able to complete the following compliance reports: EPA Bio-Solids, DMR, MOR, NAR I, NAR II, ATMR, and Chronic Toxicity.

·        Water Pollution Control Laboratory Courses and/or Certifications.

·        A current State of Connecticut P-1 or P-2 license.

SPECIAL REQUIREMENTS

1. Incumbents in this class will be required by the appointing authority to possess and retain appropriate current certificates, licenses, and permits including possession of a Class III Wastewater Treatment Facility Operator Certificate in accordance with the regulations of the State of Connecticut Department of Energy and Environmental Protection.
2. Incumbents in this class may be required to possess and retain specific education and/or experience to meet various certification requirements.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to extreme weather conditions, highly disagreeable effects of waste, loud and potentially dangerous machinery, working with chemicals, lifting of moderately heavy weights and working in uncomfortable positions.
