Introduction

  

The State of Connecticut, University of Connecticut, Facilities Operations Department has one job opening for a Water Pollution Control Operator 1.  This position is responsible for performing a limited range of tasks in the operation and maintenance of the Class IV Water Pollution Control Facility to include water reclamation, and associated lift stations to the facility at the Storrs Campus.   A current Class I Wastewater Treatment Facility Operator Certificate, in accordance with the regulations of the Connecticut Department of Energy and Environmental Protection, is a minimum qualification of this position; the Wastewater Treatment Facility Class I Operator Certificate is required and must be maintained throughout employment with the University.

The Water Pollution Control Operator 1 position is a permanent, full-time, 1st Shift 40 hours/week position with a paid half an hour for lunch.  The work schedule is Sunday - Thursday, 7:00 a.m. to 3:00 p.m.  This position may be eligible for weekend differential.  The hourly salary is $25.05.  This position offers a full benefits package including medical and dental insurance. 

This position is categorized as Emergency Support Services/Essential Staff.  Must be willing and able to work during emergency closures/delayed openings due to inclement weather or for significant events that effect campus operations.

A current Wastewater Treatment Facility Class 1 Operator Certificate is required in accordance with the regulations of the Connecticut Department of Energy and Environmental Protection.  Applicants are required to complete the Licenses and Professional Certifications section of the application, recording the information provided on their Class 1 Operator Certificate in the specific fields of Type, Issuing Agency, License Number, and Date Issued on their application.  If this section of the application is not completed in its entirety, the applicant will not be considered qualified for the position.  Applicants are encouraged to record any additional licenses or certificates held in this section of the application.

PURPOSE OF JOB CLASS (NATURE OF WORK)

At the University of Connecticut, Storrs, this class is accountable for performing a limited range of tasks in the operation and maintenance of the Class IV Water Pollution Control Facility to include water reclamation, and associated lift stations to the facility.

EXAMPLES OF DUTIES

Performs a limited range of duties in the operation, monitoring and maintenance of wastewater treatment and water reclamation equipment for the processing and disposal of sewage, sludge and reclaimed water; operates and maintains such equipment as grit chambers, gravity belts, screens, grinders, scrapers, digesters, pumps, Imhoff tanks, sludge drying beds, trickling filters, chlorinators, Huber sludge presses, sludge dewatering coil filter machines and others; performs routine repairs to all equipment including valves, motors, pipes and machinery such as vacuum filters, chlorinators, digester safety equipment and trickling filters; performs on a daily basis chemical and biochemical analyses of wastewater and reclaimed water; records meters and gauges interpreting information according to operating characteristics; prepares operational records and reports; assists with fats, oils and grease (FOG) inspection and removal program; adheres to safety and cleanliness standards, maintains the building and grounds of the facility; performs related duties as required. 

In addition, the Water Pollution Control Operator 1 will gain knowledge, experience, and the ability to perform operational and maintenance tasks independently at the Class IV Water Pollution Control Facility.  This position may lead Water Pollution Control Operator Trainees.   Although this position has an established schedule of 1st Shift Sunday – Thursday, some training may be required on other days of the week, other shifts, and on overtime.  Applicants must also be willing to respond to emergencies on overtime (nights, weekends and holidays) and may be required to work on holidays.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of operation of a large multi-treatment wastewater plant including water reclamation; knowledge of repair and maintenance procedures on pumps, tanks and other equipment used in wastewater and water reclamation treatment; knowledge of procedures used in laboratory analyses of wastewater and water reclamation; interpersonal skills; oral and written communication skills; ability to perform required chemical tests; ability to keep operational records; mechanical ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

One (1) year of experience in the operation and maintenance of a Class I, or higher, wastewater treatment facility including performance of highly skilled mechanical maintenance duties or laboratory analysis of wastewater.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

Successful completion in the Water Pollution Control Operator Trainee classification and its program may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

·        Advanced computer skills relating to any experience with HMI’s, and SCADA systems.

·        Experience with the following programs is also preferred: MS Word, MS Excel, MS Outlook, Hach Wims or similar program, Job Cal or similar program, GEIFIXX or similar program.

·        Education and/or hands on training that is related to environmental, chemistry, and/or mechanical fields.

·        Some supervisory ability.

·        Good technical writing abilities.

·        Strong mathematical skills.

·        A current State of Connecticut P-1 or P-2 license.

SPECIAL REQUIREMENTS

1. Incumbents in this class will be required by the appointing authority to possess and retain appropriate current certifications, licenses or permits including possession of a Class I Wastewater Treatment Facility Operator Certificate in accordance with the regulations of the Connecticut Department of Energy and Environmental Protection.
2 Incumbents in this class may be required to possess and retain specific education and/or experience to meet various certification requirements.

PHYSICAL REQUIREMENTS

1. Incubments in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to extreme weather conditions; to highly disagreeable effects of waste; to loud and potentially dangerous machinery; to working with chemicals, lifting of moderately heavy weights and working in uncomfortable positions.
